Purpose of Assignment
The Evaluation Office of UNICEF is conducting an evaluation of child protection systems strengthening (CPSS) to prevent and respond to violence against children and women. The evaluation is part of the UNICEF Plan for Global Evaluations 2026–2029 and will provide independent evidence on the effectiveness of the CPSS approach during the period of the Strategic Plan 2022–2025, with a forward‑looking lens for 2026–2029.
Scopeof Work & Responsibilities
The consultant will work under the Evaluation Team Leader and with technical guidance from the Case‑Based Causal Methods Lead Consultant. Primary duties include:
- Design and implementation of the Qualitative Comparative Analysis (QCA) component of the evaluation.
- Preparation of the QCA model specification, data protocol design, and running of QCA analyses (superset/subset analysis, Boolean minimisation, prime implicants).
- Training and guidance of other evaluation team members.
- Preparation of presentations and drafting of the evidence products.
- Quality inputs, revisions, and finalisation of all QCA‑related deliverables.
Education
:
Advanced university degree (minimum Master’s) in one of the following fields:
Political Science / Comparative Politics;
Statistics / Applied Social Research;
Public Policy / Evaluation;
Social Sciences with a quantitative methods specialization.
Experience
:
- Minimum 2 years of demonstrated experience applying case‑based causal methods, including QCA, in international development or complex research/evaluation settings.
- Experience working with the UN system or other international organisations.
- Experience in data management and analysis using R, Python, Stata or similar tools.
Language
:
Fluency in English (written and spoken) is required. Working knowledge of French or Spanish is an asset.
- Exposure to child protection, violence prevention and response, or public policy programmes.
- Ability to synthesize quantitative and qualitative evidence.
- Analytical writing and strong attention to detail.
- Team player mentality and desire to collaborate in a multicultural and diverse work setting.
- Familiarity with UNICEF evaluation standards (GEROS) and UNEG norms.
- Experience integrating AI/ML tools in evaluation or research.
- Experience working in low‑and middle‑income country contexts.
