SENIOR POLICY ANALYST

ICF's Regulatory, Policy and Economics business portfolio supports federal, state, and local government clients in addressing complex environmental, public health, and regulatory challenges. We combine policy analysis, scientific research, economic evaluation, and advanced modeling to help clients develop evidence-based solutions to pressing environmental issues and inform regulatory development. Our work spans a range of environmental and health topics, including drinking water quality, emerging contaminants, risk assessment, and water resources management.

We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Labor, Department of Homeland Security, and the Nuclear Regulatory Commission. We offer a dynamic work environment where you will contribute to high-profile environmental and public health initiatives while working alongside multidisciplinary teams of data scientists, engineers, economists, health scientists, and policy experts.

This full-time position will be located in Waltham, MA or Reston, VA.

Job Responsibilities

As a Senior Policy Analyst, you will provide applied research, quantitative analysis, and consulting services in support of environmental and public health programs for federal and state agencies. You will work on multidisciplinary teams that evaluate health risks, assess the impacts and benefits of environmental policies and regulations, develop and apply analytical models, and support evidence-based decision making across a range of environmental and public health issues.

Responsibilities may include:

  • Conducting policy, scientific, economic, and technical analyses to support regulatory development, program evaluation, and decision-making;
  • Developing, applying, and maintaining quantitative models and analytical tools related to environmental exposure, human health risk, environmental fate and transport, benefits analysis, and regulatory decision-making;
  • Analyzing large environmental, public health, economic, and geospatial datasets using programming languages such as R and Python;
  • Evaluating and synthesizing scientific, technical, and economic literature to support policy and regulatory decisions;
  • Preparing technical memoranda, policy analyses, economic assessments, rule making support documents, peer-reviewed publications, and client presentations;
  • Interacting directly with clients and supporting business development and proposal activities.
Minimum qualifications

Master's degree in environmental science, environmental engineering, economics, or a related quantitative discipline with a minimum of 4 years of relevant work experience; OR PhD in environmental science, environmental engineering, economics, or a related field with a minimum of 2 years of relevant work experience.

Additional qualifications

Excellent written and oral communication skills;
Very strong analytical and problem-solving skills, with the ability to work independently and apply innovative approaches to complex technical challenges;
Ability to prioritize and work on multiple projects concurrently under strict deadlines in a fast-paced consulting environment;
Demonstrated expertise in quantitative analysis, statistical methods, and model development;
Proficiency in R and/or Python for data analysis, statistical modeling, data visualization, and automation of analytical workflows;
Knowledge of environmental policy, environmental economics, risk assessment, exposure science, or related disciplines; and Advanced proficiency with Excel and other analytical software tools.

Preferred qualifications

Experience supporting federal environmental or public health agencies;
Demonstrated understanding of the federal rule making process, regulatory impact analysis, benefits analysis, or environmental risk assessment;
Experience with environmental fate and transport modeling, exposure modeling, water quality modeling, human health risk assessment, or benefits analysis;
Familiarity with GIS, spatial analysis, and environmental data systems; and Experience managing complex technical tasks, coordinating with multidisciplinary project teams, and interacting directly with clients.

Pay Range
