Position Summary
The Potomac Institute for Policy Studies seeks a qualified, proactive, and detail-oriented Facility Security Officer (FSO) / Facility Administrator to support the Institutes security, facilities, and administrative operations. This hybrid role requires regular on-site presence at the Institutes Arlington, Virginia office, with remote work flexibility based on operational needs.
At least 75% of the work will be performed on-site.
The successful candidate will serve as the primary point of contact for personnel security, facility security, physical access control, office facility, and administrative support. The role requires experience managing cleared facility security requirements, coordinating with government security representatives, maintaining regulatory compliance, and supporting the daily operations of a professional office environment.
Key Responsibilities Facility Security Officer (FSO) Responsibilities- Serve as the Facility Security Officer (FSO) for the Institute's cleared facility and security program.
- Ensure compliance with the National Industrial Security Program Operating Manual (NISPOM) and applicable federal security requirements.
- Administer personnel security clearances, visit authorizations, security briefings, and debriefings.
- Maintain facility security clearance records and security-related documentation.
- Lead preparation for DCSA Security Vulnerability Assessments (SVAs), inspections, and compliance reviews, including corrective action planning and implementation.
- Maintain audit-ready security records, files, and documentation.
- Coordinate with Defense Counterintelligence and Security Agency (DCSA) representatives and government customers on security matters.
- Conduct annual security awareness training and other required security briefings.
- Advise Institute leadership on security policies, procedures, and risk mitigation strategies.
- Ensure the safeguarding and proper handling of classified information and materials.
- Oversee facility access control, badging, visitor management, and physical security procedures.
- Manage and administer the Institute's access control systems, including Datawatch Systems.
- Maintain accountability and control of facility keys, access cards, and security-related assets.
- Establish and administer key control procedures, including issuance, return, inventory, and recordkeeping.
- Conduct periodic key and access control audits to ensure compliance with security requirements and physical security best practices.
- Coordinate lock changes, rekeying activities, and emergency access procedures with building management and authorized personnel.
- Ensure appropriate management of secure storage areas, locking mechanisms, and other physical security controls.
- Manage and track facility-related work orders from initiation through completion.
- Serve as the primary liaison with building management and maintenance personnel regarding facility issues, repairs, and service requests.
- Coordinate with property management, building engineers, maintenance teams, and other tenants to ensure timely resolution of facility concerns.
- Monitor facility maintenance projects and ensure completion of requested services.
- Assist with office space management, furniture requests, inventory control, and equipment accountability.
- Support workplace moves, office improvements, and facility-related projects.
- Maintain records of maintenance activities, vendor services, and building-related communications.
- Coordinate with vendors and service providers as required.
- Assist with emergency preparedness, continuity planning, and workplace safety initiatives.
- Support logistical planning for meetings, events, and Institute activities.
- Ensure the office remains functional, professional, safe, and operationally efficient.
- Active Secret security clearance required;
Top Secret clearance preferred. - Previous experience serving as an FSO, Assistant FSO, or equivalent security management role in a cleared facility.
- Working knowledge of NISPOM requirements and industrial security regulations.
- Demonstrated experience preparing for, participating in, and successfully managing DCSA Security Vulnerability Assessments (SVAs), inspections, and compliance reviews.
