Office of Civil and Forensic Mental Health (OCFMH) is part of the Colorado Department of Human Services. The Forensic Services Division, which houses the Forensic Community‑Based Services (FCBS) program, oversees individuals adjudicated Not Guilty by Reason of Insanity (NGRI) and those on conditional releases. This position is open to current Colorado residents only.
Weekly Hybrid Working ArrangementsMinimum 2 days in office and maximum 3 days remote work. This arrangement may change at any time. The role will be carried out within the Forensics Services Division, which operates across community agencies, jails, courts, and hospitals.
Description of JobFCBS case manager oversees clients who have been adjudicated NGRI and are court‑ordered into the custody and care of FCBS. Responsibilities include case management, care coordination, legal liaison, and documentation.
Case Management- Maintain a caseload of FCBS clients subject to referral demand and acuity.
- Monitor psychiatric stability, safety, and support needs for clients living in the community under court‑ordered conditions.
- Ensure adherence to court‑ordered agreements, communicating promptly about changes or violations.
- Act as primary liaison with community stakeholders, facilitate resource referrals, engage client support networks, and provide case management services.
- Conduct home visits, administer forensic tests (urinalysis, hair test, etc.), and utilize results to inform care plans.
- Document client contact notes and relevant legal documentation in electronic health record platforms in compliance with HIPAA.
- Provide timely, thorough client contact notes within the internal electronic health record system.
- Prepare legal documentation for courts, including quarterly and annual reports, probable‑cause memoranda, affidavits, and conditional release orders.
- Serve as liaison for judges, attorneys, guardians, and other criminal‑justice partners, fielding inquiries via email, phone, meetings, and training sessions.
- Represent the Forensic Services Division in hearings and testimony when required.
- Perform additional duties as necessary to support the unit, department, and division.
- Six (6) years of relevant experience in an occupation related to the work assigned to this position, or a combination of related education and equivalent experience.
- Bachelor’s degree required (preferred focuses: psychology, criminal justice, etc.);
Master’s degree in a clinical or criminal‑justice area preferred.
- Prior experience with clients with Severe and Persistent Mental Illness (SPMI).
- Minimum two years of human‑services case‑management experience.
- Flexibility and adaptability to meet clients in homes or community settings, strong time‑management skills, and a non‑judgmental approach.
- Travel:
Must use state vehicles for in‑person case‑management visits and attend meetings as needed. Occasional client transport to appointments. - Background Check:
Full background check required due to direct contact with vulnerable persons. - Motor Vehicle Check:
Requires driving a state fleet or non‑fleet vehicle for state business. - License:
Valid, non‑restricted Colorado driver’s license; out‑of‑state license holders must obtain Colorado license within 30 days of employment. - Additional health requirements: TB screening, annual influenza vaccination, and other state‑mandated vaccinations.
