Location: New York

ICF is currently seeking Case Coordinators capable of working directly with ORR care provider staff and federal staff to make recommendations for the release and/or transfer of unaccompanied children as well as any related case consultations to support the best interest of children in ORR custody.

The purpose of this project is to develop and maintain a national case coordination program which provides child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, particularly in the areas of safe and timely release, identification of children with special needs, and placement recommendations.

As a Case Coordinator, you will be the primary contact with care provider and ORR staff, carrying out these functions with transparency and respect for the children, families, and staff.

Candidates must have a demonstrated understanding of unaccompanied children, child welfare best practices, and the ability to maintain positive relationships. Bilingualism in English and Spanish is required.

Work Environment and Travel

Case Coordinators serve on National, Remote, and Deployment teams, with possible rotation based on project needs.

  • Up to 40% travel to regional facilities.
  • Work-from-home with a requirement of one day on-site per week.
Key Responsibilities
  • Prepare for and participate in case staffing meetings with care providers and designated ORR staff.
  • Provide timely review, assessment, and integration of information related to potential sponsors and children to make release plan recommendations.
  • Assist ORR in ensuring children are placed in the least restrictive setting while receiving appropriate services.
  • Meet with individual children and care provider staff at designated ORR-funded sites.
  • Provide targeted child welfare-based assistance to care provider staff.
  • Make recommendations for home studies and post-release services for at-risk children.
  • Make placement recommendations for children requiring specialized care (e.g., long-term foster care, residential treatment).
  • Participate in collaborative meetings with local stakeholders.
  • Build relationships with Federal Field Specialists and communicate regarding complex case planning.
  • Utilize data to inform staffing conversations, generate reports, and identify trends.
Basic Qualifications
  • Non-qualifying bachelor's degree and 7+ years of post-degree child welfare experience; OR
  • Bachelor's degree in social work/social science and 5+ years of post-degree child-welfare experience; OR
  • Master's degree in social work/social science and 2+ years of post-graduate child welfare experience (or 3+ years post-undergraduate).
  • 3+ years of experience working with immigrant youth and families (highly preferred).
  • 1+ year of experience working with complex family relationships and reviewing case files.

    Proficiency with MS Office suite and ability to learn project-specific IT systems.
  • English/Spanish bilingual.
  • Tier 2 security clearance or the ability to secure one.
Preferred Skills
  • Knowledge of migrant/refugee issues, specifically regarding UC and sponsor families.
  • Working knowledge of challenges related to placement, release, and post-release services.
  • Experience working for a refugee program.
  • Experience in mental/behavioral health for children or juvenile justice programs.
  • Prior work experience in a consulting environment.

Pay Range

The pay range for this position based on full-time employment is: $67,355.00 - $. (Texas Remote Office - TX99). Final pay is determined by experience, skills, location, and contract provisions.
