Summary: The Licensing Specialist is responsible for delivering licensing services to clients requiring foster care and/or adoption services, including therapeutic foster care. The role also supports programs, public relations, outreach, and recruitment.

Primary Job Functions Licensing Services
  • Complete foster home licensing and relicensing requirements for adoptive and foster/adoptive families.
  • Meet with prospective foster/adoptive families for orientation, licensing and re‑licensing purposes.
  • Maintain accurate records and submit timely reports.
  • Prepare families for placement through TIPS‑MAPP/Deciding Together preparation classes.
Outreach and Recruitment
  • Participate in outreach efforts, including media contacts, speakers’ bureaus, volunteer coordination, fundraising, advocacy, public awareness events, and networking with agencies regarding adoption issues.
  • Assist with recruitment of resource parents for special needs children using professional contacts, community outreach, churches and civic organizations, and public relations to identify potential adoptive parents.
General Responsibilities
  • Enter data and case documentation into client database (Echo/Binti) by the last day of each month.
  • Prepare for annual and follow‑up audit visits from the State Department of Social Services and from Managed Care Organizations for therapeutic foster care services.
  • Participate in Continuous Quality Improvement and supervision as needed.
  • Collaborate with staff to provide support services and plan social events for foster and adoptive families.
  • Provide social work assistance to other permanency programs when required.
  • Adhere to the Social Work Code of Ethics or applicable licensure/credentialing code and professional standards of the child welfare league.
  • Display sensitivity to the service population’s cultural and socioeconomic characteristics and demonstrate the CHS Mission, Vision, and Values.
  • Develop a strong knowledge base and stay current on related issues and trends.
  • Participate actively in departmental meetings, training, and quality processes.
  • Comply with CHS’s code of conduct, policies, procedures, and other obligations.
  • Perform other duties related to department goals and projects as needed.
Qualifications Education, Licenses & Certifications
  • Required: Bachelor’s degree in social work or related human services from an accredited college or university.
  • Preferred: Master’s degree in social work.
  • Preferred training: TIPS‑MAPP/Deciding Together training and State Foster Care Licensing training.
Experience
  • 2–5 years of child welfare services experience.
Competencies Skills and Proficiency
  • Strong organizational ability.
  • Deep knowledge of human service systems for youth, young adults, and families with ability to collaborate with diverse community partners.
  • Excellent oral and written communication skills, with proven organizational and time‑management skills.
  • Intermediate computer skills, including Microsoft Applications and electronic data systems, timesheets, expense reports, and virtual meeting platforms.
Abilities
  • Work independently from a home office and meet deadlines.
  • Use standard office equipment, transport clients in own vehicle, conduct on‑site visits, and lift/move up to 25 pounds while supporting client needs.
  • Frequent travel and occasional evening and weekend hours.
  • Maintain a valid North Carolina driver’s license, adequate auto insurance, and access to an operating vehicle.
Schedule Expectations

This salary‑exempt position may require weekends and evenings, flexible hours, and frequent travel to conduct business‑related activities.

Physical Effort and Work Environment

Sitting:
Majority of time in a seated position. Standing/Walking:
May move between locations. Lifting:
Up to 25 pounds. Pulling/Pushing:
Up to 40 pounds. Working in office/care facility/home environment with potential exposure to communicable diseases.
