About this Position

Provides independent third party review and quality improvement processes for the Division of Child Welfare (CW) and the Division of Youth Services (DYS) service delivery. Reviews include Administrative Reviews, Court‑ordered Substituting Administrative Reviews, Quality Assurance Reviews, Child and Family Services Reviews, Ad‑hoc reviews, and IV‑E eligibility reviews.

Key Responsibilities
  • Conduct periodic Administrative Reviews for children in care (every six months) and Administrative Permanency Reviews (every 12 months) for children in out‑of‑home care.
  • Collect, analyze, interpret, and summarize data from file review and interviews to determine compliance with Federal and State regulations.
  • Recommend administrative responses and sanctions for non‑compliance.
  • Review child welfare assessments and in‑home service cases.
  • Participate in Child and Family Services reviews conducted in county departments.
  • Travel to assigned counties daily; up to 6‑8 overnight stays per month.
  • Communicate and influence county, regional, court, state, and other staff to address case‑specific and systemic issues.
  • Provide case‑specific technical assistance and conduct trainings on systemic issues.
  • Schedule review staff across assigned counties, ensuring compliance with federal review requirements.
Minimum Qualifications
  • Six (6) years of relevant experience, including at least two (2) years of professional human services investigative experience in child and/or youth abuse and neglect investigations, ongoing child protection or youth services, or supervision of social caseworkers.
  • Knowledge of Volume VII Regulations, Colorado Children’s Code, and Colorado child welfare processes.
  • Two (2) years of relevant experience in ongoing permanency casework and/or intake and assessment casework.
Preferred Qualifications
  • Minimum one year experience with Colorado Trails or other SACWIS systems.
  • Ability to read and evaluate multiple volumes of typed or handwritten case materials daily.
  • Intermediate computer skills for database entry, report generation, and email communication.
  • 3‑5 years of experience in child or youth abuse and neglect investigations, ongoing child protection or youth services, or supervision of caseworkers.
  • Bachelor’s degree in a related field.
  • Certification from the Child Welfare Training Academy.
  • Exceptional communication skills; experience in curriculum development and adult learning theory.
Conditions of Employment
  • Full background and reference checks required.
  • State of Colorado residency required at time of application and throughout employment.
  • Valid, non‑restricted Colorado Driver’s License or U.S. Driver’s License if within 30 miles of the Colorado state border.
  • Hybrid work arrangement: home office within 20 miles of CDHS headquarters, with frequent travel to counties; home office must have reliable internet and telephone.
  • Travel may include overnight stays; employee expected to work primarily within county departments or assigned sites.
  • Eligibility for federal employee identification, benefits, and public service loan forgiveness as applicable.
