About this Unit
The Administrative Review Division (ARD) is an independent third‑party review system under the Colorado Department of Human Services. It manages quality assurance and improvement programs for child welfare and adult protective services, facilitates reviews, collects and analyzes data, publishes research, and provides training and technical assistance.
About this PositionProvides independent third‑party review and quality improvement processes for the Division of Child Welfare and the Division of Youth Services.
Responsibilities include:
- Administrative Reviews
- Court‑ordered Substituting Administrative Reviews
- Quality Assurance Reviews (including assessments of child protection and in‑home services)
- Child and Family Services Reviews
- Ad‑hoc reviews
- IV‑E eligibility reviews to maximize Title IV‑E revenue and ensure court orders contain required language
Quality Case Reviews involve conducting periodic Administrative Reviews every six months for children in care and Administrative Permanency Reviews every 12 months for children in foster care, collecting and analyzing data from files and interviews, determining compliance, and recommending sanctions.
Travel:
Review staff will travel to assigned counties; about 6‑8 overnight stays per month.
Training & Technical Assistance:
Communicates with county, regional, court, and state program staff to address case‑specific and systemic issues, provide case‑specific technical assistance, and deliver larger training on systemic issues.
- Six (6) years of relevant experience in an occupation related to the work assigned.
- At least two (2) years of professional human services investigative experience conducting child and/or youth abuse and neglect investigations or supervising professional social caseworkers.
- Experience using Volume VII Regulations and Colorado Children’s Code.
- And two (2) years of relevant experience including ongoing permanency casework or intake and assessment work.
- Minimum of 1 year experience with Colorado Trails or other SACWIS systems.
- Ability to read and evaluate many case materials daily; intermediate computer skills.
- Strong preference for candidates with 3‑5 years of investigative experience, or a bachelor’s degree in a relevant field.
- Certification through Child Welfare Training Academy, supervisory experience, communication skills, and curriculum development experience.
- Understanding of federal and state law in administrative review.
- Technical expertise in ASFA and federal mandates related to Title IV‑E.
- Ability to conduct reviews that may substitute for court reviews.
- Liaison skill, scheduling, conflict resolution, data analysis, communication, prioritization, and negotiation.
- Full background and reference check required.
- Must be a resident of Colorado and maintain state residency during employment.
- Valid Colorado driver’s license.
- Hybrid work arrangement with a home office within 20 miles of the CDHS office.
- Travel to counties; overnight stays possible.
