Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking several full‑time Support Administrators (SA) to facilitate the development of person‑centered plans for individuals that promote self‑determination. The role involves: developing, authorizing, and revising personal budgets based on needs and outcomes identified in the plan; assisting individuals and families to explore and obtain services and supports; and implementing an ongoing system of review.

  • Act as the primary point of coordination for the person‑centered planning team and utilize an assess/plan/review/revise process to help teams plan for each individual assigned.
  • Assist individuals and teams to identify issues, risk areas, and outcomes important to the individual; complete and coordinate thorough assessments to determine the need for services and supports; revise assessments annually as needs change.
  • Facilitate the development of a person‑centered plan, including determining needed supports and revising the plan as required based on progress, outcomes, or other impacts.
  • Identify funding sources for supports in the Individualized Service Plan (ISP) using a hierarchy of funding options and work with teams to secure cost‑efficient services.
  • Establish and approve budgets based on assessed needs; manage fiscal processes related to service authorizations and prior authorization, including responding to revision requests.
  • Maintain contact with service providers and natural supports to ensure effective coordination.
  • Promote community presence and participation; provide referrals and linkages to community resources.
  • Implement continuous plan review to ensure services meet plan goals and that individuals are satisfied. Take action to remedy health and welfare concerns.
  • Assist individuals in choosing providers as needed.
  • Assist with enrollment onto Medicaid waivers, complete related paperwork, and recommend plans for DODD approval.
  • Establish an individual’s eligibility for services of the County Board of DD.
Assignment Types

In addition to ongoing cases, positions may include specialty assignments such as Assessor, Bilingual, Eligibility, Housing & Assessment, Floater, Information & Referral, Employment & Planning, and Youth & Transition. Applicants may be considered for any open assignment.

Unusual Working Conditions

Employee will be required to drive extensively both within and beyond Cuyahoga County to perform the duties of a Support Administrator. Reliable transportation (personal vehicle) is essential. Planning meetings will be held in homes, in the community, evenings, and weekends.

Salary

The starting salaries for our SAs are covered in a Collective Bargaining Agreement. Salaries are based on education: BA – $54,515; MA – $56,150. These salaries are not negotiable.

Remote Work

Support Administrator positions are not 100% remote. Onsite presence is required at one of the three facilities in Cuyahoga County (Parma, Cleveland, Highland Hills). Some remote work may be allowed on a hybrid basis, but employees must be able to commute regularly. Positions are assigned based on operational need; new hires do not select location.

Qualifications
  • Bachelor’s Degree in Special Education, Social Work, Psychology, or a related area.
  • Experience providing service coordination and/or experience working in a DD program.
  • Ability to obtain and maintain SSA certification within statutory timelines.
  • Valid driver’s license and maintain an insurable driving record; DL# must be provided during application.
