Voce is seeking a full-time Pennsylvania Statewide Adoption Network (SWAN) Regional Technical Assistant (RTA). SWAN RTAs are assigned to regions across Pennsylvania. Their role is to identify and address system and agency barriers that prevent timely permanency for children and youth in foster care; promote, educate and support the use of SWAN services and other permanency oriented programs to County Children and Youth agencies;
and ensure that children are provided SWAN services in a timely manner and in a way that is consistent with prime contract best practice standards. SWAN RTAs act as a liaison between the county children and youth agencies and the SWAN affiliates. SWAN RTAs work collaboratively with their supervisor to develop and expand integration of permanency services within their region.
Schedule:
Full Time, Exempt position works a minimum of 8 hours between 8 AM – 5 PM. This includes a 30-minute paid lunch.
What You Will Contribute
- Track SWAN service referral trends and determine capacity needs for assigned region.
- Provide technical assistance to the network on the use of the electronic SWAN data system, (interactive benchmarks, SWAN portal, electronic referral and invoicing systems).
- Schedule and facilitate site visits at least quarterly or as directed with assigned county and affiliate agencies.
- Develop, implement and monitor county and affiliate strategic plans to coordinate technical assistance activities including training needs and SWAN and/or affiliate contract compliance.
- Promote the development of positive working relationships within the SWAN network and resolve conflict between SWAN network members.
- And other tasks as assigned.
What It Takes To Succeed
- Master's degree in social work or equivalent in a related field with a minimum of three years of experience in child welfare or a Bachelor's degree in social work or equivalent in a related field with a minimum of five years of experience is required.
- Knowledge, competency and understanding of the SWAN Program and Units of Service.
- Required to make a minimum of one visit per quarter with assigned affiliate and county agencies. May be required to visit assigned agency, affiliate and/or county agencies more frequently if recommended by the TA Division Manager
- This position requires travel to and from the Voce home office and throughout the state as needed.
