The Texas Health and Human Services Commission (HHSC) is seeking an experienced Software Quality & Release Engineer to support Access & Eligibility Services (AES), Data Management & Reporting. This position supports HHSC’s mission to connect Texans to essential services by strengthening software quality, delivery discipline, and release reliability for systems supporting Eligibility Operations (EO). The Software Quality & Release Engineer functions as a senior individual contributor who influences outcomes through technical expertise rather than formal supervisory authority.
The role operates under minimal supervision, exercises independent judgment, and partners closely with full‑stack .NET developers to improve code quality, test coverage, and release readiness.
- Creates, documents, and maintains coding standards, architectural guidelines, naming conventions, and development best practices.
- Conducts thorough code reviews to ensure consistency, maintainability, accessibility, and adherence to established standards.
- Identifies recurring quality issues and updates standards to reduce rework.
- Partners with developers to refactor legacy code to improve quality, performance, and maintainability.
- Defines and enforces standards for unit, integration, regression, automated SQL, and automated UI testing.
- Reviews automated and manual tests during code reviews to ensure coverage, quality, and maintainability.
- Identifies high‑risk or untested areas and drives remediation to reduce defect escape rates.
- Designs and maintains automated UI tests for critical business workflows.
- Develops automated SQL tests for stored procedures, functions, and data validation.
- Integrates automated testing into CI pipelines and release readiness checks.
- Responsible for the code release process, including planning, packaging, documentation, versioning, and stakeholder coordination.
- Ensures release readiness through standards compliance, quality gates, and test verification.
- Maintains release notes, deployment checklists, rollback procedures, and post‑release summaries.
- Identifies opportunities to streamline release processes and advance CI/CD maturity.
- Leads onboarding for new developers, including code walkthroughs, pairing, and training on internal standards and patterns.
- Provides ongoing mentorship to improve team‑wide engineering discipline, testing practices, and code quality.
- Creates onboarding materials and internal technical documentation.
- Designs, codes, tests, and debugs complex .NET applications when additional development capacity is required.
- Assists with production troubleshooting and technical analysis.
