DSHS FTAA Senior Full Stack Architect

The Washington State Department of Social and Health Services (DSHS) seeks a Senior Full Stack Architect for the IE&E Modernization Program.

In this high-visibility role, you will lead the technical redesign of state health and human services IT systems, focusing on cloud-based solutions and human-centered design. You will drive a multi-year transformation to remove benefit access barriers through the design and implementation of applications used by Washingtonians throughout the state.

The Full Stack Architect will lead software architecture for the Integrated Eligibility and Enrollment (IE&E) Modernization program, designing, developing, and maintaining scalable cloud-based solutions on Azure. This role focuses on implementing modern technologies, ensuring high performance, managing security, and supporting the sun setting of legacy system within an Agile framework.

The official workstation for this position is in Olympia and offers flexible hybrid remote work. You can be based anywhere in Washington State, however, occasional travel may be required to Olympia office based on business needs.

• Troubleshoot and fix critical software performance and design problems.
• Drive the use of modern web architecture and development techniques to support the enhancement of the user experience for both internal staff and Washingtonians.
• Develop application solutions using a variety of languages, frameworks, and platforms such as Angular, Type Script, .NET Core, Azure SQL, and HTML/CSS.
• Architect and develop modular and reusable microservices that live in the Azure cloud and integrate with cloud-based services and legacy systems.
• Ensure application performance, uptime, and scale, and maintain high standards of code quality and thoughtful design.
• Present software design issues, questions, and suggestions for the purpose of arriving at alternative courses of action.
• Support the incremental sun setting of the Automated Client Eligibility System (ACES) legacy system components as they are replaced by IE&E products.

• Provide leadership for cloud software architecture and development, including interaction with the coalition wide software architecture board.
• Promote a collaborative team environment.
• Collaborate with Product Owner on managing backlog and prioritizing work.
• Design and develop reusable software building blocks to enable faster delivery.
• Provide technical guidance to other software engineers on implementation patterns and architecture.
• Consult throughout the organization on possible cloud implementations and refactoring of existing on-premises solutions.
• Work with Business Analysts to refine requirements from customers and effectively recommend development approaches and services.
• Conduct analysis to determine integration needs, then design and plan integrations.
• Develop technology proof of concepts for new IE&E platform and product solutions.
• Participate in the scope of work estimation and forecasting.
• Manage deployment cycles to match sprint objectives.
• Develop and document processes and procedures for implementing and maintaining microservice architectures.
• Develop, propose, and facilitate the issuance of policies, standards, guidelines, procedures, models and methodologies for ongoing cloud development.
• Develop materials for and engage in security design reviews as needed.

• Eleven years of combined professional and practical work in IT focused experience. This may include undergraduate or graduate level coursework, employment, or other experience in consultative, administrative, or supervisory roles specific to Information Technology development, analysis, system design or problem resolution, and should include designing and programming computer system applications or databases.
• Support of mission critical web application architectures at scale, with minimum three years of professional experience working with or developing software for Azure or other cloud platforms.
• Four years of experience in architecting and maintaining enterprise level conceptual and logical architectural technology models in the field of microservices architecture.
