Transportation Planning Manager

Position

As a Transportation Planning Manager with the Department of Transportation, you will take on meaningful work that strengthens local travel networks and supports public needs. This position oversees a multi‑billion‑dollar transportation program for Western Pennsylvania and ensures that federal and state requirements are met. The role guides planning partners, supervises staff, and leads the development of essential transportation plans and programs.

• Plan Oversight:
  Ensure planning and programming activities meet all federal and state requirements
• Staff Leadership:
  Guide and review the work of planning staff across multiple Metropolitan and Rural Planning Organization regions
• Partner Coordination:
  Work with regional, state, and federal partners to reach decisions on key transportation programs
• Program Management:
  Support the development and review of Transportation Improvement Program and its 12‑Year Program, Unified Planning Work Programs, and any related planning documents
• Technical Guidance:
  Provide direction on policy, funding, and project implementation issues for district and regional partners
• Project Monitoring:
  Maintain accurate status reports on major transportation projects and present updates to decision makers

• Full‑time employment
• Work hours are 8:00 AM to 4:30 PM, Monday – Friday, with a 60‑minute lunch
• This position is eligible for the alternative work schedule
• Telework:
  You may have the opportunity to work from home (telework) part‑time. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

• Salary:

• One year as a Transportation Planning Specialist Supervisor (Commonwealth job title or equivalent federal government job title)
• One year as a Transportation Planning Specialist II (Commonwealth job title or equivalent federal government job title)
• Three years of professional transportation planning, transportation administration, or transportation engineering experience, and a bachelor’s degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography
• An equivalent combination of experience and training

• You must meet the PA residency requirement
• You must be able to perform essential job functions
