Job Description

The Environmental Permits and Approvals Specialist will be responsible for obtaining and ensuring compliance with environmental permits, licenses, approvals and agreements, and ensuring the day-to-day implementation of the environmental obligations as required by the Project with support from the environmental management team.

Responsibilities
  • Direct and manage all aspects of Environmental Approvals associated with the Project on a day-to-day basis

  • Coordinate with the Design Team to ensure that designs meet the requirements of the Output Specifications

  • Establish and maintain working relationships with relevant governmental authorities and stakeholders through the Contracting Authority Representative.

  • Review project documents (e.g., drawings, reports, and contracts) to identify permit and approval requirements.

  • Lead the scheduling, arranging, and coordination of meetings with the city and other external stakeholders.

  • Prepare, submit, and track all required environmental permits and approvals applications, including but not limited to TRCA VPR submissions, DFO authorisations under the Canadian Fisheries Act, MECP Species at Risk permit amendments etc.; work closely, sometimes in a lead role, in the development and application of EASRs, PTTW, and CoT/CoM tree permits.

  • Utilise the Project PLAA Tracking System to track the progress of environmental PLAAs throughout the project and ensure that all permit conditions are recorded in the Tracking System and being implemented, including reporting requirements and renewals.

  • Coordinate environmental input to the permit tracker and permit repository to manage records of comments, responses, submissions, and resubmissions of permit applications.

  • Working collaboratively with the PLAA Manager to ensure key project permits are supported with necessary environmental related input and review.

  • Ensure that all plans and records related to environmental permits and approvals are updated and uploaded into procurement packages and registries as required by Government Authorities and Contracting Authority.

  • Direct the preparation of additional plans and reports as required by environmental permits and approvals.

  • Identify potential issues affecting environmental permits and approvals, define mitigation measures, and report to the Environmental Compliance Officer.

  • Other duties assigned by the Environmental Manager.

Required Skills and Competencies
  • A bachelor’s degree in planning, engineering, environmental studies, architecture or a combination of education, training and experience

  • Minimum ten (10) years of professional experience in municipal planning, building, construction and/or engineering.

  • Knowledge of and experience acquiring permits, licenses and approvals for major infrastructure and transit projects, including direct experience in successfully obtaining permits and approvals from the TRCA or other Conservation Authorities within Ontario is essential

  • Knowledge of relevant legislation, procedures and permit requirements, including but not limited to Ontario’s Transit Project Assessment Process, GO Transit Class EA, Environmental Assessment Act (Ontario), Ontario Water Resources Act as amended from time to time, railway corridor infrastructure and related construction projects

  • Experience with carrying out effective stakeholder engagement related to securing Federal, Ontario and Municipal permit and approvals.
