Summary
The Ontario International Airport Authority (OIAA) seeks a financial professional to support the development and administration of the airport’s budget, perform financial and statistical analyses, and provide financial oversight for capital improvement projects. The role reports directly to the Budget Supervisor and works closely with various OIAA departments to ensure accurate budgeting, compliance, and reporting across all projects.
CompensationLevel I: $70,040 – $87,550 annual salary + benefits (medical, dental, vision, 10% employer‑paid 401(a) through VOYA Financial).
Level II: $82,400 – $105,550 annual salary + benefits (medical, dental, vision, 10% employer‑paid 401(a) through VOYA Financial).
- Participate in the planning, development, implementation, and monitoring of rates and fee setting.
- Assist in development and monitoring of departmental and OIAA budgets.
- Prepare, analyze, and summarize financial plan projections and compare actual performance against budget.
- Draft and evaluate budget proposals, requests, amendments, and related documents.
- Compile data for debt compliance evaluation and reporting of covenants.
- Support reconciliation of contractual performance, minimum annual guarantees, and lease rates.
- Lead financial support and reporting for capital projects, including project budgeting, forecast oversight, and coordination with contractors and government agencies.
- Verify accuracy of financial information and cost charges to capital projects.
- Maintain budgets, schedules, and funding change files and spreadsheets.
- Compile and maintain statistical and financial datasets (aviation, concessions, utilities, etc.).
- Assist with key performance indicator reporting and analysis.
- Provide analyses, training, and responsive service to staff and Authority management.
- Develop and maintain periodic and ad‑hoc financial, statistical, analytical, and management reports and statements.
- Conduct extensive research on regulatory requirements, industry trends, and comparative airport data.
- Administer financial models, feasibility studies, and cost allocations.
- Ensure internal controls, efficiency of accounting and budgeting processes, and accurate record‑keeping.
- Collaborate with IT on budget, accounting, and financial software issues, system modifications, testing, and training.
- Provide support for cross‑division special projects and work groups.
- Subject‑matter expertise and track record in budgeting, financial analysis, and cost accounting.
- Strong written and oral communication skills.
- Proactive problem‑solving, ability to prioritize and meet deadlines.
- Proficiency with databases and OIAA programs; understanding of policies, procedures, and financial regulations.
- Knowledge of budget development, financial forecasting, statistical modeling, and administrative analysis.
- Ability to analyze financial and operational problems, evaluate alternatives, and provide sound recommendations.
- Strong analytical, reporting, and mathematical skills.
- Ability to maintain confidentiality and handle complex data.
- Demonstrated commitment to OIAA values: accountability, excellence, transparency, empathy.
- Level I – Bachelor’s Degree in Public Administration, Business Administration, Finance, Accounting, or related field and 3 years of progressively responsible budgeting and financial analysis experience (airport experience counts for additional years). Proficiency in Microsoft Office and accounting database software.
- Level II – Same educational requirement and 3 years of progressively responsible budgeting and financial analysis experience. Advanced competency in Microsoft Office, accounting database and software.
- Keyboard use and finger dexterity.
- Lift and carry files up to 25 pounds over a distance of approximately 20 feet.
- Access to areas owned or leased by OIAA.
- Climate‑controlled office environment.
- Passenger airline terminals and operations areas not open to the public.
