The City of Ontario Human Resources / Risk Management (HRRM) Agency seeks a self-driven Risk Management professional who will contribute to the development of the City as it grows. This professional will assist the City in establishing its goal of becoming the Premier Community of the Inland Empire.
Under the direction of the Risk Management Administrator, the Risk Manager will manage and administer the City’s comprehensive risk management and safety programs in support of the City’s goal to be the employer of choice. Responsibilities include oversight and leadership of risk management, workers’ compensation, general liability and insurance programs, claims administration, loss prevention initiatives, and the City’s safety and training program.
The role involves collaboration with third-party administrators and staff who handle day-to-day program administration, and working with departments to identify, assess, and mitigate organizational risks, ensure regulatory compliance, and support policies that promote a safe work environment.
- Plan, manage, and administer the City’s comprehensive risk management and safety programs, including workers’ compensation, general liability, safety, loss prevention, and claims management.
- Monitor performance metrics and trends; analyze data and prepare recommendations to improve effectiveness and reduce losses.
- Develop, implement, and evaluate division goals, policies, procedures, and priorities in alignment with City objectives and legal requirements.
- Supervise and direct assigned staff; oversee performance evaluation, development, and discipline as needed; foster a professional, service-oriented work environment.
- Review and approve analytical work by Risk Management staff, including claims analysis, safety assessments, insurance reviews, and policy interpretations.
- Serve as the City’s subject-matter expert on risk, workers’ compensation, liability, insurance, safety, and loss control matters; advise leadership and staff on complex risk issues.
- Oversee investigation and administration of high-exposure workers’ compensation and liability claims; coordinate with third-party administrators and insurers; provide strategic direction on investigation, adjustment, and settlements.
- Represent the City on excess liability pool boards and professional groups; communicate key outcomes to City leadership.
- Oversee claims management systems, data integrity, and internal controls; direct corrective actions as needed.
- Develop and monitor loss prevention, safety wellness, and risk reduction programs to reduce injuries and liability exposure.
- Coordinate risk management activities with City departments, consultants, brokers, and third-party administrators to ensure consistent service delivery.
- Review contracts to verify insurance requirements, coverage, endorsements, and indemnification provisions to protect City interests.
- Ensure compliance with citywide risk and safety programs, including Drug and Alcohol Testing, DMV pull notices, DOT requirements, and CDL programs.
- Provide oversight for reasonable accommodations and industrial disability retirements, ensuring legal compliance and consistency.
- Oversee Citywide risk and safety training programs and evaluate training effectiveness.
- Assist in budget preparation and monitoring for Risk Management, including forecasting and financial reporting.
- Interpret and communicate risk management policies to employees, management, and the public; handle inquiries with professionalism and discretion.
- Provide administrative support to the Risk Management Administrator and ensure operations continuity during peak periods.
- Travel may be required.
