General Purpose

This position is responsible for providing on-site coordination, direction and technical oversight to Right of Way Field Technician crew members engaged in installation, repair and maintenance work on City facilities and infrastructure.

This position works alongside employees in the field and assists in coordinating work assignments, monitoring work progress, ensuring work is performed safely and efficiently.

Essential Job Functions

Team Lead Functions:

* In collaboration with the Maintenance Division Director, coordinates the work of Right of Way Working Foreperson I&II, Right of Way Field Technician I&II positions, and Recycling staff. Oversight of the Recycling Staff will end on January 1, 2027.

* Complete required paperwork, including but not limited to; production reports, work orders completed on tablets/computer using the City's asset management program, crew schedules, other appropriate administrative paperwork as needed, log of activities, etc.

* Confirms accuracy and completion of ROW workgroup work orders and ensures the appropriate documentation of all billable and non-billable work prior to submittal.

* Assist the Right of Way Field Technician crew members in maintenance and repair work on City facilities through coordinating crew activities, reviewing work and providing technical oversight.

* Prepare, coordinate and lead assigned work group in daily work assignments and projects including but not limited to scheduling Dig Safe, excavating permits and collecting required deposits.

* Monitoring and providing on-site feedback of employees including, but not limited to, job duty proficiency and productivity, conduct, attendance, compliance with Departmental procedures, State regulations, City safety requirements and training of Right of Way Field Technician crew members.

* In collaboration with Maintenance Division Director, coordinate work and determine priority of work, and resources needed such as materials, equipment requirements, work crews and work schedules.

* Prepare requisitions required for materials to complete projects in a manner consistent with Department policies and procedures.

* Maintain control over progress and quality of work in accordance with departmental goals, objectives and standards.

* Demonstrate proficiency and understanding of construction/project blueprints and apply in the field

* Perform project layout based on project blueprints, including but not limited to establishing grade elevations with the use of a sight level, or laser level, new structure and pipe installation, as well as other city infrastructure.

* Install various sized sewer and storm drainpipe at grade with the use of a sight level, laser level, or pipe laser.

* Coordinate off-hour emergency sewer and stormwater repairs.

* Identify and coordinate with the Fleet Manager all maintenance and repairs of assigned equipment.

* Prepare and deliver trainings to ROW Field Technicians I&II, ROW Working Foreperson I&II, and assist Division Director with developing and maintaining standard operating procedures (SOP), for construction, paving, back filling best practices, relative to scope of work.

* Assist in identifying required safety trainings, and relevant training opportunities to adhere to required tiering status, as well as to enhance workgroup performance and fully realize staff potential.

* Coordinate with and train staff from other City departments for snow removal operations that are and are not required by AFSCME contract to assist ROW with snow removal operations. This includes, but is not limited to, safe operation of sidewalk tractors, one ton dump trucks, 7yd. and 14yd. plow trucks, salt spreader functionality, application amounts, routes and priorities.

* Ability to operate all Division Equipment, including but not limited to backhoe, excavator, skidsteer, front end loader,

* Oversight and coordination of street, and sidewalk snow removal operations, as well as perform snow plowing as required.
