Overview
Buyer Associate Under general supervision, the Associate Buyer performs entry-level purchasing activities that support OCTA’s procurement operations. This role assists with purchasing goods and services, preparing purchase orders, supporting basic contracts, and maintaining positive vendor relationships—all while ensuring compliance with OCTA policies and procedures.
This is a non-exempt position in salary grade 170:
Min - $33.44 Mid - $39.95 Max - $46.45/hour. The starting salary will be within the established range and is based on qualifications.

What You’ll Do- Assist with purchasing activities, including reviewing requisitions, issuing purchase orders, and maintaining purchasing records
- Obtain quotations and place orders with approved vendors to achieve best value
- Support basic contract activities such as pricing, amendments, revisions, and closeouts
- Help analyze purchasing history for goods and services
- Serve as a point of contact for vendors and internal customers
- Assist Procurement team members with funding verification, account accuracy, and reporting
- Expedite purchase orders and follow up on deliveries
- Confer with customers to gather information and resolve purchasing questions
- Bachelor’s degree in Business, Public Administration, or a related field, or an equivalent combination of education and directly applicable experience
- Interest or aptitude in governmental or public-sector purchasing
- Strong attention to detail, organization, and time management skills
- Ability to work collaboratively in a fast-paced environment
- Professional communication skills and a customer-focused mindset
