Program Manager, Broker Management
Cal Optima is a community‑based organization that serves member health with excellence and dignity. We are looking for a Program Manager to lead broker management initiatives within our One Care Sales & Marketing team.
LocationIf telework is approved, work is limited to the State of California. If partial telework, you must attend the main office in Orange, CA at least two days per week.
Key Contributions85% – Program Support
- Participate in a mission‑driven culture of high‑quality performance.
- Align broker and agent strategy with department goals and Cal Optima Health’s strategic priorities.
- Implement process improvements for broker management.
- Develop and maintain broker performance reports.
- Ensure regulatory compliance with CMS and state Medi‑Cal outreach regulations.
- Monitor, analyze and report on health‑care marketplace conditions and policy changes.
- Conduct analysis and assess information to support health‑care initiatives.
- Develop work plans, manage scope, schedule, budget and quality of projects.
- Design workflows, KPI dashboards and policies to optimize agent and FMO performance.
- Write specifications and scopes of work for community activities and lead‑generation partnerships.
- Prepare presentations and reports for broker training and field activities.
- Attend community events and support agents at lead‑generation activities.
- Participate in project workgroup activities.
10% – Administrative Support
- Assist department responsibilities and support short‑ and long‑term goals.
- Mentor Cal Optima Health staff on standards and relationship building.
- Document agent activity in the broker CRM system.
- Assist management with strategic programs and pilots.
- Support day‑to‑day administrative activities.
5% – Other
- Complete additional projects and duties as assigned.
- Bachelor’s degree in public health, business, health‑care administration or related field plus 3 years of experience in a sales role within health‑care programs.
- Equivalent education‑experience combination sufficient to perform essential duties.
- Experience in broker management.
- Managed‑care operations experience.
- Two years of experience in a highly matrixed, mission‑driven organization.
- California Department of Insurance License.
- Establish effective relationships with internal and external stakeholders.
- Work independently and exercise sound judgment.
- Communicate clearly, both orally and in writing.
- Work a flexible schedule, including evenings and weekends.
- Organize, analyze, problem‑solve and apply project management skills.
- Handle a fast‑paced environment efficiently.
- Manage multiple projects and foster collaboration.
- Lead multi‑program teams and external committees/coalitions.
- Use Microsoft Office and job‑specific systems to produce reports and data.
- Visual acuity for reading screens and printed materials.
- Clear verbal communication.
- Hearing for telephone and face‑to‑face conversations.
- Manual dexterity for typing, writing, standing, reaching, flexibility, bending, crouching, walking, kneeling, prolonged sitting.
- Lift and move objects up to 25 pounds.
- Competitive salary:
Pay Grade 311 – $77,863 – $124,581 (based on education and experience). - Community Worker classification. Telework eligible in California only.

The position may be performed at our office in Orange, CA, remotely, or within other settings (e.g., PACE or community). Typical requirements include indoor sedentary work, variable schedules, travel, and moderate to loud noise levels depending on location.
