Financial Analyst II (Budgeting) – Cal Optima

Position Overview

You will support Cal Optima Health’s Budget department in developing, monitoring and analyzing administrative, medical management and capital budgets. You will work collaboratively with departments across the organization to ensure budgets are accurate, comprehensive and aligned with strategic and operational priorities.

Location and Work Schedule
  • Full Office for a 30‑day training period, after which the role moves to Partial Telework.
  • If telework is approved, you are required to work within the State of California only.
  • When working on‑site, you must come to the Main Office in Orange, CA, at least two (2) days per week.
Key Responsibilities
  • 90% – Budget Support:
    Assist the team in carrying out department responsibilities and collaborate with others to support short‑ and long‑term goals/priorities for the department.
  • Develop, analyze and prepare the annual administrative, medical management and capital budgets, ensuring alignment with organizational goals.
  • Partner with department leaders to collect, validate and analyze budget data and provide recommendations to assist in preparing achievable and sound budgets.
  • Collaborate with the Information Technology (IT) teams to monitor, track and analyze IT operating and capital budgets, ensuring expenditures align with approved plans.
  • Monitor budget performance on an ongoing basis, identifying trends, risks and opportunities to deliver clear, data‑driven insights and recommendations to leadership.
  • Assist in preparing variance analyses by identifying key factors contributing to budget deviations and summarizing findings to support departmental decision‑making.
  • Research current and emerging budget‑related issues and provide informed guidance to department leaders on potential impacts and best practices.
  • Assist in preparing executive level financial reports, presentations and dashboards to support strategic discussions and operational planning.
  • Maintain the accuracy, integrity and consistency of financial data across systems and reports.

    Complete other projects and duties as assigned.
Required Qualifications
  • Bachelor’s degree in business administration, finance, accounting or related field plus 3 years of experience in accounting, finance or budgeting.
  • Equivalent combination of education and experience that allows successful performance of the essential duties.
Preferred Qualifications
  • Experience in budgeting, forecasting and financial modeling.
Knowledge, Skills & Abilities
  • Develop rapport and maintain effective working relationships with Cal Optima Health’s leadership, staff and external contacts at all levels and with diverse backgrounds.
  • Work independently and exercise sound judgment.
  • Communicate clearly and concisely, both orally and in writing.

  • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job‑specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position.
Physical Requirements
  • Ability to visually read information from computer screens, forms and printed materials.
  • Ability to speak (enunciate) clearly in conversation and general communication.
  • Hearing ability for verbal communication via telephone, telephone systems, face‑to‑face interactions.
  • Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
