Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization. This recruitment is open to the public and is being held to establish an eligible list to fill current and future Development Services Administrator positions. This recruitment may also be used to fill positions in similar and/or lower-level classifications throughout the County of Orange.

OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works' guiding principles are safety, integrity, quality, teamwork, and adaptability. OCPW is a unique County department comprised of ten (10) service areas:
Administrative Services, Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Facilities Design & Construction and CUF; OC Facilities Maintenance; OC Fleet Services; OC Infrastructure Programs; OC Operations & Maintenance.

OC Development Services oversees the planning and development entitlement requirements for private and public projects within the County's unincorporated areas. This includes permit processing, inspection services, and management of zoning, building, and code regulations – all to ensure safe and responsible property development and community standards. Neighborhood Preservation (also known as Code Enforcement) is entrusted with protecting the health, safety, and general welfare of the residents and business owners in Orange County's unincorporated communities through community involvement, education, and regulation.

Through consistent code enforcement efforts in promoting and maintaining compliance with the County's Codified Ordinances, quality of life and public safety are both preserved and enhanced, and the lives of our community members are safeguarded.

OC Development Services is looking for a Neighborhood Preservation Manager who will be responsible for overseeing and managing the Code Enforcement activities of the County, specifically the assignment of code cases to Code Enforcement Officers, monitoring the efforts to garner compliance, and providing general and specific direction to the assigned officers on the resolution of numerous code cases. This position will also serve as the assigned case officer for cases that are difficult or challenging.

It is imperative that all this work is completed as quickly and efficiently as possible to obtain compliance. Duties of this position include:

  • Plan, prioritize, assign, supervise, and review the work of technical and clerical staff involved in the County's code enforcement program, ensuring that work is performed in a timely manner and in conformance with established policies, procedures, and regulations
  • Perform the full range of code enforcement duties; perform a variety of field and office work in support of the code enforcement program; enforce compliance with County regulations and ordinances, including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, and other matters of public concern
  • Maintain accurate documentation and case files on all investigations, inspections, and enforcement activity to substantiate violations; draw diagrams and illustrations; and take photographs
  • Receive, respond to, and resolve difficult and sensitive citizen inquiries and complaints, reports from other agencies and departments on alleged violations of County zoning and related municipal codes and ordinances; interview complainant and witnesses; conduct investigations and provide recommendations for resolution

The ideal candidate will possess four (4) or more years of professional experience inspecting and enforcing land zoning codes, nuisances, building, grading, and/or property maintenance ordinances, with one (1) or more years of lead/supervisory experience. Previous coursework or training related to code enforcement is preferred but not required. California Association of Code Enforcement Officers (CACEO) Levels I, II, and III Certification (or its equivalent) and PC 832 Certification are highly desirable.

California Association of Code Enforcement Officers (CACEO) Levels I, II, and III Certification (or its equivalent) and PC 832 Certification must be obtained prior to the completion of the probationary period. Possession of a valid California Driver's license, Class C or higher, is required for this assignment.
