Sr PM – Major Construction Job Summary
The Senior Project Manager is the single point of accountability for the successful delivery of complex substation construction projects across Connecticut. This role owns safety, cost, schedule, contractor performance, outage coordination, and energization through execution in live brownfield environments. The Senior PM leads multi‑disciplinary teams, manages external contractors, resolves field conflicts, and makes time‑sensitive decisions that directly impact system reliability, regulatory compliance, and capital performance.
The Senior Project Manager is fully accountable for on‑time delivery within approved budgets, ensuring compliance with engineering, quality, safety, and regulatory standards. The role is responsible for meeting corporate capital investment goals, managing Construction Work in Progress (CWIP), capital forecasting, and timely energization to support system reliability.

- Engineering Oversight & Project Development – Provides overall leadership and oversight of the engineering phase of substation projects, ensuring deliverables support constructability, schedule commitments, cost targets, and operational requirements. Coordinates project‑level engineering resources, ensures designs are complete, accurate, and issued in accordance with schedules. Resolves engineering issues, design changes, and constructability challenges impacting construction execution, outage planning or energization. Acts as the primary point for engagement with design engineering to achieve budgetary and schedule objectives.
- Construction Oversight & Execution Accountability – Maintains overall accountability for construction execution outcomes, including safety, schedule, cost, quality, and readiness for energization. Oversees Construction Managers and Field Construction Managers, provides direction, priority setting, and escalation support. Ensures construction activities comply with approved engineering, quality standards, safety requirements, and project schedules. Acts as escalation point for field issues, contractor performance concerns, sequencing conflicts, and impacts to schedule or energization.
- Schedule, Cost, and Capital Investment Management – Fully accountable for on‑time project delivery, ensuring projects are completed within scopes, budgets, and schedules. Manages cost, schedule, risk, develops and implements recovery strategies, authorises expenditures within delegated authority. Meets corporate capital investment goals through disciplined management of capital forecasts, CWIP, and timely energization.
- Contractor, Stakeholder, and Regulatory Leadership – Oversees external consultants, engineering firms, and construction contractors; holds all parties accountable for performance, safety, quality, and contractual obligations. Coordinates with internal departments, municipalities, permitting agencies, regulators, utilities, and major customers throughout project development and execution. Represents the company in regulatory proceedings and public forums, including municipal and permitting hearings.
- Governance, Risk, and Reporting – Drives project governance, controls, and compliance with FERC, NERC, and internal processes. Defines and manages project risks, mitigation strategies, and contingency planning. Provides clear, actionable reporting to senior leadership on cost, schedule, risk, and execution status, participating in executive review meetings.
- Leadership of complex utility or infrastructure projects, including substation projects, from engineering through energization.
- Strong judgment and decision‑making skills to manage competing priorities and risk in live/brownfield environments.
- Experience overseeing engineering teams and consultants to ensure constructible designs aligned with outage requirements.
