The UIL Regulatory team at AVANGRID is motivated, dynamic, and growing. The team is entrusted with leading all regulatory proceedings and activities in support of Avangrid’s electric distribution company in Connecticut. This position will be an active leader in the development and implementation of regulatory strategy and policy across a variety of subject areas, with a distinct focus on electric distribution rates and rate design.

This position will interact directly with regulators and will serve as a lead witness at public utility commission hearings, including a lead role in electric rate proceedings and other rate related dockets. This position will be required to lead, train, and develop employees.

• Oversee, manage, and direct Connecticut Electric Tariff group, providing effective guidance on a daily basis; serve as point of contact for all team members, proactively ensuring team operations and effective collaboration, setting clear team and individual goals, delegating tasks and setting timelines, monitoring team and individual performance; overseeing tariff management, including creation and approval as directed from Senior Management.
• Provide written and oral testimony in regulatory proceedings including, but not limited to: major tariff filings, rate design / tariff changes, terms and conditions of utility service, revenue requirements, cost of service, financial, economic, and accounting impacts.
• Serve as lead witness on rate design, cost of service and revenue allocation in distribution rate proceedings before the Connecticut Public Utility Regulatory Authority.
• Coordinate efforts across various departmental teams, ensuring seamless communication and collaboration toward common project goals; mediate between teams to create an environment focused on shared success;
  Manage coordination, administration, and timely execution of cross-functional projects;
  Set, track, and meet deadlines, facilitate communication between project team leaders, and bring project teams together into a cohesive whole.
• Actively engaged in the development and implementation of regulatory strategy and policy across a variety of subject areas, including rate making, revenue requirements, rate design, tariff implementation, and public policy initiatives.
• Lead the development and implementation of policy in various regulatory matters, such as rate cases, annual reconciliation dockets, electric vehicles and battery storage, interconnection, advanced metering, non-wires alternatives, energy affordability and arrearage forgiveness investigations, storm investigations, and civil penalties; support government affairs and corporate communications initiatives as needed.
• Create, direct and oversee the preparation of Company interrogatory requests and responses, pleadings, briefs, reply-briefs, compliance filings and other written communications with regulatory commissions.
• Participate in, and at times lead, negotiations of Company matters (cost recovery, adjustment clauses, etc.) with regulatory authorities.
• Works closely with Vice President-Regulatory Strategy, Vice President General Counsel, expert consultants, external legal firms, and other Company executives on developing, presenting, and executing Company positions.
