Engineering Technician 3 (Development Engineering) – Clackamas County, Oregon City, Oregon
Job | Full-Time | Regular | Clackamas County.

Annual Pay Range: $75,689.78 - $96,108.46 | Hourly Pay Range: $36.39 - $46.21.
Typical Tasks- Perform independent inspections of commercial, residential, and industrial development projects, including preparing punch lists and documenting required corrections.
- Process development permits, ensuring compliance with County standards, Codes, and Statutes.
- Provide customer assistance by explaining standards, policies, procedures, requirements and regulations.
- Track and manage project status, prepare warranty and surety documents, and complete project close‑out activities.
- Assist in updating County codes and internal processes.
- Collaborate with developers, engineers, property owners, contractors, and internal departments during project review.
- Resolve customer complaints through effective problem solving, communication, and consultation.
- Conduct independent inspections of utilities, driveways, and right‑of‑way work, including preparing punch lists and documenting compliance.
- Provide training and technical guidance to lower‑level technicians.

- Minimum of two (2) years experience performing field inspections for development, construction, utilities, or right‑of‑way projects.
- Minimum of two (2) years experience reviewing permit applications, development plans, or technical documents for compliance.
- Minimum of two (2) years experience communicating technical or regulatory requirements to contractors, developers, property owners, or customers.
- Preferred:
Experience using asset management, permitting, or inspection software such as Open Gov EAM, Accela, or similar. - Preferred:
Experience with utilities, driveways, or right‑of‑way construction within a public agency or engineering environment. - Preferred:
Providing training, mentoring, or technical guidance to team members. - Driving is required: must possess a valid driver’s license and maintain an acceptable driving record.
- (5/8) Monday through Friday, 8 hours per day.
- (4/10) Monday through Thursday, 10 hours per day (Friday off).
- (4/10) Tuesday through Friday, 10 hours per day (Monday off).
Field activities include moderately strenuous physical work, exposure to inclement weather, traffic hazards, noise, vibration, chemicals, and the need to lift up to 100 pounds.
