Position Overview
We are searching for two motivated individuals with experience working with youth to join our team as Temporary On-Call Juvenile Services Specialists in the Clackamas County Juvenile Department. These positions are temporary, on‑call, and will operate within the Juvenile Intake and Assessment Center (JIAC). The County values excellent communication and strong interpersonal skills.
ResponsibilitiesAs a Juvenile Services Specialist you will:
• Accept youth into custody following law‑enforcement intake;
• Provide supervision and assessment of specific medical, mental‑health, or crisis needs;
• Complete collateral contacts to determine appropriate release plans;
• Provide secure transportation to and from detention facilities, court appearances, medical appointments, and family visitation as needed.
Minimum Qualifications
- At least six (6) months of experience working with at‑risk youth
- Experience prioritizing tasks and organizing work
- Must be available for on‑call hours
- Strong interpersonal skills that include:
- Ability to establish and maintain effective working relationships internally and externally
- Ability to build rapport with youth and families and provide community resources and positive connections
- Independent decision‑making and problem‑solving skills
- Detail‑oriented, respectful of others’ needs, assertive, accessible, approachable, and self‑directed
- Cultural awareness and ability to work well with diverse groups
- Ability to handle a wide range of situations positively and professionally
- Strong verbal and written communication skills
- Minimum one (1) year of experience working with at‑risk youth
- Associate’s degree or higher in criminal justice or a related field
- Must pass post‑offer, pre‑employment drug test (County policy)
- Must pass a criminal history check, possibly including national or state fingerprint records
- Must possess a valid driver’s license and maintain an acceptable driving record throughout employment (County policy)
- Veterans qualified for Veteran’s Preference: if applicable, list relevant skills and qualifications in the application to explain how they relate to the position.
- Takes custody of youth brought in by law enforcement; gathers and compiles information from youth, parents, and other agencies; develops a comprehensive plan focusing on community safety and immediate needs.
- Assesses youth’s physical health, substance‑use history, mental‑health status, and violence history; uses screening tools; accesses appropriate contracted service agencies.
- Completes thorough intake assessment; fingerprints and photographs youth as required by statute.
- Explains release plan, dispositional options, and court procedures to youth and families per established guidelines.
- Maintains accurate records, performs data entry, and reviews and codes notes in Juvenile Justice Information System (JJIS) Intake, JJIS Notes, and ACCESS Notes.
- Provides secure transportation for youth to and from detention facilities, court appearances, medical appointments, and family visitation as required.

The position operates on an on‑call and variable schedule based on operational needs. The Juvenile Intake and Assessment Center operates 24 hours a day, 7 days a week, requiring availability for any shift. Weekly hours fluctuate and are not guaranteed; temporary on‑call specialists may not receive a set number of hours per month.
