Permanency Supervisor; Child Welfare Supervisor ; Bilingual English

Position Summary

The Permanency Supervisor supports child safety and stability in the Child Welfare Program, ensuring the Child Welfare Vision for Transformation is achieved. The role involves leadership, program oversight, and community collaboration.

• Supervise staff, including hiring, training, performance evaluations, and complaint resolution.
• Plan and implement service delivery strategies aligned with community needs and departmental resources.
• Interpret and apply policies, procedures, and legal requirements from the Department of Human Services and the District.
• Delegate personnel and resources to ensure client service continuity and address client grievances.
• Ensure compliance with program standards, administrative rules, and legal requirements through case and workload reviews.
• Monitor and analyze client needs to maintain effective and timely casework practices.
• Provide consultation and training to staff, review service agreements, and liaise with community agencies and Central Office staff.

• Valid driver’s license with acceptable driving record.
• Bachelor’s degree in human services or a related field and at least two years of lead work, supervision, or progressively related human services experience; OR
• Bachelor’s degree unrelated to human services with coursework equivalent to Oregon Caseworker Competency certification and at least two years of lead work, supervision, or related experience; OR
• Associate degree with at least three years of human services related experience, including two years of lead work or supervision; OR
• Associate degree with coursework equivalent to Oregon Caseworker Competency certification and at least two years of lead work, supervision, or related experience.

• Experience using data to inform practice and achieve organizational objectives.
• Knowledge of clinical supervision and trauma‑informed coaching, including reflective supervision, restorative accountability, and clear communication.
• Ability to assess risks and implement proactive measures to prevent or minimize crises.
• Strong supervisory skills: hiring, training, performance management, staff feedback, and operational oversight.
• Capacity to create and maintain a respectful, team‑focused workplace.
• Bilingual proficiency in Spanish and English preferred, though not required.

• Competitive salary within the range $6,199–$9,603.
