JOB TITLE: Senior Accountant
LOCATION: Heppner CCS Admin Office, Eastern Oregon
FLSA: 1 FTE (40 hours per week, 4-10 or 5-8 schedule)
SUPERVISOR: Finance Operations Manager
PAY GRADE: B13 ($39.66 - $59.76 per hour, experience dependent)
Job SummaryPerforms non‑profit fund accounting using a complex chart of accounts. Responsibilities include auditing financial documents, preparing financial statements, reconciling bank statements, and calculating tax payments and returns. This position requires handling confidential agency and personnel information.
Responsibilities- Prepare asset, liability, and capital account entries by compiling and analyzing account information.
- Document financial transactions by entering account information.
- Summarize current financial status by preparing balance sheets, profit and loss statements, and other reports.
- Identify areas for improvement and implement process improvements.
- Research and present accounting controls to the Finance Operations Manager by preparing and recommending policies and procedures.
- Ensure compliance with applicable standards (GAAP, FASB), rules, regulations, and internal control systems.
- Assist with preparing and monitoring budgets.
- Assist with month‑end processes and procedures.
- Maintain and reconcile balance sheet and general ledger accounts.
- Assist with annual audit preparations.
- Offer guidance on cost reduction, revenue enhancement, and profit maximization.
- Investigate and resolve audit findings, account discrepancies, and non‑compliance issues.
- Prepare federal, state, local, and special tax returns.
- Contribute to the development of new or amended accounting systems, programs, and procedures.
- Work with various external auditors (Financial, SAIF, FGP/SCP, etc.).
- Perform other accounting duties and provide backup for accounting staff as required.
- Bachelor’s degree in accounting or a related field (education can be substituted for experience on a 2 years for 1 year basis).
- Minimum of five years of experience, including non‑profit fund accounting preferred.
- Knowledge of Generally Accepted Accounting Principles.
- Proficiency in Microsoft Excel and ability to create and interpret complex spreadsheets.
- Computer literate with ability to use word processing and accounting software.
- Strong typing speed and accuracy.
- Excellent written and oral communication skills.
- Strong organizational and time‑management skills; able to work independently.
- Ability to handle highly confidential information with adherence to confidentiality laws and agency standards.
- Knowledge of standard office equipment and ability to learn new systems quickly.
- Knowledge of medical terminology and business English an advantage.

Physical Requirements
