Job Description

HR Payroll Clerk will process and manage Community Counseling Solutions payroll, calculate wages based on hours worked, and administer payments to ensure employees receive correct compensation in a timely manner. Responsibilities include payroll processing, benefits administration, compliance with federal and state laws, filing W‑2 and 1095‑C forms, maintaining personnel records, and assisting the HR Director and team as needed.

Responsibilities
  • Implement, maintain, and review payroll processing and accounting systems to ensure timely and accurate payroll transactions.
  • Calculate financial data.
  • Participate in benefits administration to include claims resolution, change reporting, and auditing invoices for payment.
  • Record employee information such as personal data, compensation, benefits, tax data, attendance, performance reviews, and termination dates into databases.
  • Update employee files to document personnel actions.
  • Distribute information to coworkers and employees as needed.
  • Maintain knowledge related to work activities.
  • Audit personnel/financial/benefit data for recording errors.
  • Assist audits by providing records and documentation.
  • Check timesheets for accuracy.
  • Process paper checks for distribution and handle direct‑deposit requests.
  • Process information and confirm signatures for necessary payroll documents.
  • Balance, prioritize, and meet strict deadlines.
  • Track and record wage garnishments.
  • Compute wages and record data for payroll processing.
  • Ensure compliance with federal, state, and local payroll, wage and hour laws and best practices.
  • Train others in operational procedures as requested by HR Director.
  • Examine employee files to answer inquiries and provide information to authorized persons.
  • Coordinate with coworkers for required operational activities.
  • Identify and recommend updates to payroll accounting software, systems, and procedures.
  • Prepare and file reports of accidents and injuries at CCS.
Qualifications
  • Knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem‑solving skills.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with payroll software.
  • Ability to balance, prioritize, and meet strict deadlines.
  • Mathematical skills: addition, subtraction, multiplication, division, rate/ratio/percent calculation, bar graph interpretation, knowledge of arithmetic, algebra, geometry, and statistics.
  • Reasoning ability: apply common sense to carry out detailed written or oral instructions and solve problems with concrete variables.
  • Administrative‑computer skills: spreadsheets, word processing, file and record management, form design, workplace terminology.
  • Language‑reading‑listening skills: read and comprehend simple instructions and memos, write simple correspondence, present information in one‑on‑one and small group situations, listen without interrupting.
Education and Experience
  • HR Payroll Clerk I – High school diploma required. Experience or education in accounting and/or finance with payroll experience preferred.
  • HR Payroll Clerk II – High school diploma required. Experience or education in accounting and/or finance preferred with 1–3 years payroll experience or a combination of education and experience.
