We are growing quickly. We hold five BEAD broadband grants through the Oregon Broadband Office (about $39.7 million in federal support, roughly $52.9 million in total project value with match), and we operate Alyrica Telephone and Roome Telecommunications, a rural incumbent local exchange carrier (ILEC) in Halsey. Between the grants and our internet and telephone operations, we carry a substantial set of federal and state compliance obligations.

This role owns them.

The Role

You make sure Alyrica never misses a filing, a report, or a grant milestone. Many of our filings are prepared by outside consultants and CPAs, so much of the work is coordination: pulling records from our internal systems, formatting them the way each preparer needs, reviewing and certifying what they file, and paying them on schedule. You keep documentation audit-ready and watch for rule changes from the agencies we answer to.

When a convoluted government form or portal lands on your desk, you read the instructions, work it out, and get it done. You will also pitch in on administrative work and other duties as assigned. And because the work repeats monthly, quarterly, and annually, we expect you to turn it into efficient, repeatable, documented processes that anyone could pick up and follow, and then work to automate every manual step you can, so the work runs more on its own each cycle.

That is the Alyrica way.

  • Serve as Alyrica's primary contact with the Oregon Broadband Office (Business Oregon); track and respond to grantor requests before they become urgent.
  • Maintain the master tracker of milestones, certifications, and deadlines across all five subawards; prepare and submit all reports on time.
  • Substantiate match contributions, support drawdowns, and support the Audits.
  • Coordinate environmental reviews, Build America Buy America documentation, labor standards, letters of credit, and engineer certifications.
  • Manage post-build obligations: ongoing reporting, low-cost plan commitments, and records retention, protecting the company from clawback or default.
Internet and Telephony Regulatory Compliance
  • Own the compliance calendar end to end
  • USAC filings (Forms 499-A/Q, 481, 555, Lifeline claims, E-Rate);
  • FCC items (Broadband Data Collection, CPNI, robocall mitigation, consumer labels, regulatory fees);
  • Oregon PUC items (RSPF, OTAP, OUSF, annual reports and fees);
  • TRS, NANP, RND, and NPAC obligations.
  • ILEC filings: A-CAM support, HUBB location reporting, tariff and NECA items, and ETC certifications.
What Success Looks Like in Year One
  • One trusted compliance calendar covers every grant deliverable and regulatory filing, and nothing is late.
  • Match and expense documentation for each BEAD award is complete and audit-ready.
  • The recurring processes of the role are documented clearly enough that a capable colleague could step in and follow them.
Qualifications Required
  • 5+ years in grants management, regulatory compliance, or program coordination involving federal or state agencies, or comparable experience.
  • A self-directed problem solver: you research, learn, and resolve before escalating.
  • Strong professional written English for reports, certifications, and correspondence with regulators and grantors.
  • A process builder's mindset: you naturally document what you do and make it more efficient the next time around.
  • Exceptional organization and deadline discipline.
  • Fluency with spreadsheets.
Preferred
  • Exposure to BEAD or other broadband programs (RDOF, USDA ReConnect, Universal Service) and federal cost principles (2 CFR 200).
  • Telecom regulatory experience with USAC, the FCC, or a state utility commission.
  • Mapping and cartography experience, such as working with shape files or GIS tools.
  • CGMS, PMP, or a comparable credential.
Compensation
  • Base salary of $75,000 to $105,000 depending on experience; full-time, exempt, benefits-eligible.
  • Based in Philomath, Oregon, with periodic travel to grant areas and worksites in our Willamette Valley footprint.
