Construction Manager/ Foreman, Regulatory Compliance Specialist
Habitat for Humanity La Pine Sunriver is seeking a hands‑on Construction Manager to lead our residential construction program. This is a unique opportunity: you’ll train alongside our outgoing CM through the end of 2026 before taking full ownership of the role.
Key Responsibilities Strategic Planning & Preconstruction- Develop annual and multi‑year construction plans aligned with housing production goals
- Create and manage detailed build schedules from pre‑development through certificate of occupancy
- Coordinate with local jurisdictions, inspectors, and utility providers
- Develop and manage annual construction budgets
- Review and approve contracts, change orders, and expenditures
- Identify cost‑saving opportunities, including in‑kind donations and partnerships
- Maintain vendor and supplier relationships to ensure pricing and reliability
- Bid, qualify, and contract with subcontractors and vendors
- Monitor subcontractor performance and enforce contract terms
- Manage change orders and cost escalation requests
- Oversee all construction projects from start to completion
- Manage permits, inspections, and certificates of occupancy
- Supervise subcontractors and volunteer crews
- Conduct homeowner walkthroughs and provide maintenance education
- Oversee warranty process and resolve post‑construction issues
- Serve as the Responsible Managing Individual (RMI) for the organization
- Maintain quality standards in compliance with building codes and Habitat International standards
- Partner with Program Manager to coordinate construction volunteers
- Manage Ameri Corp Construction Volunteer
- Create and implement volunteer orientation and safety training
- Foster a safe, positive, mission‑driven jobsite culture
- Serve as an ambassador for Habitat’s mission on job sites
- Support development and implementation of the Critical Home Repair program
- Provide Intake Processing of potential projects
- Oversee project scoping, prioritization, and execution for repair projects
- Ensure compliance with funding sources and provide required reporting
- Ensure compliance with all local, state, and HFHI standards
- Maintain OSHA‑compliant jobsite safety practices
- Oversee inventory of tools, materials, and equipment
- Provide volunteer training, safety logs, daily safety huddles and ensure volunteer waiver compliance
- Ability to obtain Oregon General Contractor license within 3 months
- Valid Oregon Driver’s License
- 3+ years of residential construction leadership experience
- Strong knowledge of residential construction processes and project management
- Experience managing budgets, subcontractors, and timelines
- Strong organizational, communication, and leadership skills
- Ability to lead both volunteers and professional trades
- Competency of or willingness to learn about passive homes, energy efficiency and wildfire resistant homes
- Commitment to affordable housing and Habitat’s mission
- Ability to work in office and field environments, including lifting 50 lbs and navigating active construction sites
- Willingness to complete HFHI Competent Person Certification and HUD Healthy Homes Assessment Training
- Willingness to seek contributions and discounts from subcontractors and suppliers
- Experience in production or semi‑production homebuilding
- General Contractor’s license
- Experience in affordable housing construction
- Experience working with volunteer labor
- Knowledge of passive homes, green building practices and energy‑efficient construction
- First Aid/CPR certification
- Deliver 6–8 homes annually
- Maintain projects within budget and schedule targets
- Build scalable systems to support long‑term growth (Park View and beyond)
- Maintain high safety, quality, and compliance standards
Full‑time, exempt position based on a 40‑hour work week. Schedule varies based on construction activity and volunteer coordination needs. Our construction sites are located in La Pine, Oregon, Critical Home Repairs are throughout South Deschutes County and North Klamath County, and our main office is in Sunriver, Oregon.
Compensation & BenefitsSalary Range: $65,000–$75,000

- 75% employer‑paid health insurance (after 30 days)
- 12 paid holidays
- PTO: 80 hours annually after 3 months, increasing after 3 years
