Job DescriptionPlaced under the responsibility of the Director of Economic Animation and Solidarities and in close relation with the Family Allowances Fund, the cooperative partner of the global territorial convention (CTG) leads the proper implementation and follows the objectives defined by the convention. He/she drives and coordinates the actions defined in the convention in the areas of early childhood, youth, education, parenthood, housing, and access to rights on the territory.
He/she provides strategic advice to the management, elected officials, and members of the steering committee.
• Drive and implement the policies of early childhood, youth, education, parenthood, housing, and access to rights:
- Provide advice to elected officials and steering committees
- Translate policy guidelines into action plans
- Identify margins of maneuver and seize opportunities
- Develop the evaluation of contractual commitments related to the implementation of the territorial project
• Align the reception offer with the needs of families
- Participate in the socio-economic diagnosis of the territory
- Evaluate the demands and expectations of families and qualify them as needs
- Facilitate the expression and mobilization of residents
- Develop and animate consultation and participation devices with the public
- Perpetuate and value the participation of residents in the implementation of development policies
- Mastery of project methodology to support and lead local initiatives
- Knowledge of public policies and public service missions
- Mastery of partnership work
- Knowledge of support schemes and mastery of funds (CAF in particular) - Legal, regulatory, financial, and administrative framework of conventioning and contractualization of public policies
- Discretion, sense of confidentiality
- Capacity for listening, adaptation, diplomacy, availability
- Sense of responsibility, reactivity, sense of priority and strength of proposal
- Use of office tools and writing skills: activity reports, minutes
- Ability to animate and conduct meetings in various forms and to speak in public

Art. L332-25 of the General Code of the Territorial Public Service - A contractual employee may be recruited for this position because it concerns the extension of an existing project. The duration of the proposed contract depends on the completion of the ongoing project, but cannot exceed six years in total.
