Quality Coach – Early Learning – Tillamook Service Center
Job : 3355
Location: Northwest Regional Education Service District – Tillamook Service Center (service area includes Clatsop, Columbia, and Tillamook counties)
Reports To: Program Coordinator
Compensation: Classified Salary Schedule, Range P $29.05–$34.71 per hour (DOE)
FLSA: Non-Exempt
Bargaining Unit: Classified, OSEA
FTE: 1.0 / 220 days per year
Start Date: 4/20/26

About the Role

In alignment with NWRESD’s mission, the Quality Coach supports child‑care programs to implement quality standards and achieve a Spark star rating. The role collaborates with the Early Learning Hub to develop outreach strategies, facilitates networks of providers, assists in recruitment, coaching, and mentoring of child‑care providers and early childhood educators, and supports inclusive early childhood environments.

Key Responsibilities
  • Provide job‑embedded professional learning and technical assistance to Early Care and Education providers in alignment with Spark standards.
  • Manage Focused Child Care Networks of Early Care and Education professionals.
  • Offer reflective, practice‑based coaching to providers and instructional leaders.
  • Participate in inclusion discussions and plan zero tolerance for expulsion and suspension.
  • Assess quality of environments and teaching practices quarterly and revise coaching goals.
  • Support creation of Professional Development Plans to promote continuous quality improvement.
  • Coordinate training and educational opportunities, utilizing Essential Fellowship training.
  • Collaborate with other CCR&R grantees and the Early Learning Division to support statewide business conferences.
  • Work with the Early Learning Hub and community partners to recruit and retain Early Care and Education professionals and programs.
  • Assist in developing CCR&R’s training plans, newsletters, and recruitment materials.
Qualifications
  • Bachelor’s degree in early childhood education or related field with early childhood coursework (preferred), or a Step 10 or above on the Oregon Registry Online.
  • Minimum of two (2) years of direct service in Early Childhood with a specific focus on preschool.
  • At least two (2) years of experience providing technical assistance and training to early childhood programs, including classroom observations and/or home visits.
  • Bilingual Spanish/English (preferred).
  • Current enrollment in the Oregon Department of Early Learning and Care Central Background Registry, or willingness to enroll before start date.
  • Knowledge, Skills, and Abilities
    • Demonstrate commitment to diversity, equity, inclusion, and belonging.

    • Communicate effectively, both verbally and in writing.
    • Proficient with computer and internet applications, including email, Google Suite, and MS Word.
    • Excellent presentation skills and delivery of trainings.
    • Confer regularly with immediate supervisor.
