The shift operator is the operator‑in‑charge during an assigned shift at a single operator multiple purpose power project. During non‑day shifts and on weekends and holidays, the shift operator is the senior employee at the project and serves as the Project Manager’s representative. This position is available under Direct Hire Authority (DHA) for certain DoD workforce personnel and opens for qualified candidates in the competitive service.
Responsibilities- Performs or oversees and coordinates the operation activities at the project.
- Controls the power output of generating units together with associated transformer banks, switch gear and auxiliary equipment.
- Maintains continuous communication with the supervisory control operator at the control project for the exchange of information on power generation, water control, and critical project auxiliaries.
- Maintains contact with water‑way traffic and operates the navigation lock facilities.
- Performs project equipment inspections in accordance with established frequencies or in the order of priority.

Conditions of Employment- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a drug‑testing designated position (TDP) under the Department of the Army Drug‑Free Federal Workplace Program in accordance with AR 600‑85.
- Individuals not currently occupying a TDP position must successfully complete a pre‑appointment drug test and periodic testing thereafter.
- Shift work is required to provide coverage on evenings, weekends, holidays, or special situations; shifts are rotated on a regularly scheduled basis.
- Completion of a pre‑employment physical examination and an annual examination thereafter is required to ensure the continued level of physical health and fitness.
- Position requires lifting up to 45 lbs. in the regular performance of duties.

Experience: Experience includes paid, unpaid, and volunteer work. Volunteers qualifying through programs such as Peace Corps, Ameri Corps, etc., are accepted. No specific length of training or experience is required; candidates must demonstrate the necessary knowledge, skills, and abilities to perform the position without more than normal supervision.
Minimum Qualifications (Screen‑Out Element): Ability to perform the work of a Power Plant Shift Operator (TC‑J) without more than normal supervision and to take sole command of normal and abnormal power‑plant operation problems to execute a desirable solution such as recovery from a blackout. Failure to meet this Screen‑Out Element will result in an ineligible rating.
Physical Efforts: Eye and hand coordination required to operate switches and controls. Must walk, stand, climb ladders and stairs, operate large valves, apply servolocks, lift deck hatches, and handle tasks that require pulling or turning force. Must lift and carry equipment and supplies frequently up to, and occasionally over, 45 lbs.
Working Conditions: Works on a rotating shift inside well‑lit work areas; occasional outdoor work with exposure to climate extremes. May be exposed to high voltages and currents, and to equipment and machinery noise. Must wear appropriate safety equipment such as hard hats, ear plugs, respirators and maintain all occupational health requirements.
Education: This position does not have a specific education qualification requirement.
