SummaryThe Staff Accountant I/Deputy Tax Collector is a multi-faceted “hands-on” position that serves as the first point of contact for accounting and tax-related inquiries. This position is responsible for property tax collections, accounts payable, cash receipting, data processing, and any other operational fiscal affairs as needed in the Finance/Tax Department.
Distinguishing CharacteristicsThis position works under the direct supervision of the Finance Director/Treasurer (if the Finance Director is the County Treasurer) / Tax Collector and under the occasional direction of the Senior Accountant/Chief Deputy Tax Collector. The Staff Accountant supports and assists in the processing, routing, and tracking tax, payables, and cash receipting and assists with maintaining essential internal controls and preparing reconciliations.
- Greets public and other staff in a courteous and professional manner in person, by telephone, or by email.
- Communicates effectively with internal and external customers via telephone, email, mailed correspondence, or in person.
- Daily posting of payments, including cash, check, debit/credit card, and Data Exchange received by mail, online, or in person through various mechanisms (manual and/or scanner).
- Oversees and maintains records of contracts and BOCC approved expenditures.
- Assists with preparation of documents for turning over daily tax receipts to Treasurer. Process image cash letters to the bank per department policies.
- Analyzes tax accounts for delinquent mailings and issues notices, warrants, etc., per Oregon Revised Statutes under the direction of the Tax Collector.
- Assists with tax and accounts payable refunds.
- Comprehends tax collection procedures and statutes to be able to explain or answer questions pertaining to tax collection and foreclosure proceedings (ORS 311 and 312).
- Assists with preparing, printing, and mailing of delinquent notices, tax warrants, and foreclosure notices as statutorily required.
- Provides cash reporting and distribution assistance to the Chief Deputy Tax Collector.
- Assists with maintenance of bankruptcy accounts, monthly Summary of Property Tax Collections; quarterly Survey of Property Tax Collections, create and update notations and taxpayer addresses in tax software.
- Creates, uploads, and accesses files on Data Exchange Site.
- Collects and analyzes information related to cash receipting and tracking of various revenues, including but not limited to taxes and accounts receivables.
- Verifies accuracy of general ledger distribution, amounts, and posting of transactions recorded by others. Posts and balances subsidiary ledgers such as A/P and transfer data to the general ledger. Traces accounting transactions to identify and recommend corrections to any discrepancies.
- Performs reconciliations, balancing, and compilation of various reports regularly.
- Reviews and prepares records of financial transactions for entry of information into a computerized accounting system.
- Performs general ledger coding, calculations, allocations, segregations or classifications as required.
- Reviews vouchers and purchase card statements from departments for required backup and correct general ledger accounts; input vouchers and/or import files into financial software.
- Reconciles, prints, and mails account payable check runs.
- Reviews, creates, mails, and uploads 1099’s to IRS/vendors.
- Oversees outstanding checks and submits unclaimed property to Oregon Department of State Lands turnovers annually.
- Proposes, communicates, and drafts procedures to optimize customer service and financial proficiency related to Tax Collection, Treasurer, and General Ledger Management (i.e., Standard Operating Procedures).
