Chief Financial Officer (CFO)

The Chief Financial Officer (CFO) of the Health and Human Services (HHS) department is a pivotal role that ensures the financial health and financial compliance including GAAP, GASB and grant requirements. This senior management position requires strategic financial planning, risk management, supervision of administrative staff and effective oversight of financial operations. The CFO reports to the HHS Administrator and plays a critical role in securing funding, financial compliance, grant reporting, contracting, policy development and staff supervision, contributing to the overall mission of HHS.

Duties assigned to this classification include, but are not limited to, the following examples:

  • Assesses department programs and services for optimum financial operations, compliance with grant provisions, and compliance with county, state, and federal guidelines, rules, laws and regulations.
  • Ensure compliance with healthcare regulations, HRSA guidelines, and County policies to minimize legal and financial risks.
  • Pursues financial activities, in conjunction with the HHS Administrator, including but not limited to, developing the department budget, providing education and training related to rules and regulations affecting Federally Qualified Health Center's and public health financial compliance, monitoring and providing oversight for fiscal related compliance issues, and reviewing funding available to non-profit organizations and any related department budget proposals and applications.
  • Develops and implements financial policies and procedures for grants, provider contracting, and healthcare billing and ensures regularly compliance.
  • Maintain financial accounting, recordkeeping, reporting, policies and procedures in accordance with established County rules. Coordinates department budget processes with the HHS Administrator.
  • Analyzes, prepares and presents monthly financial statements to management and the Health Council. Provides department and Health Council training and technical assistance as needed, and presents information at meetings as requested.
  • Conducts financial analysis and forecasts revenue and expenditure for the department and divisions of the department. Present information to Management, Health Council, and Board of Commissioners as requested.
  • Responsible for corresponding federal and state tax authorities and government regulators. Oversee all clinic billing/collections and identifies trends and issues and develops corrective action recommendations.
  • Interprets and enforces third-party payer rules and regulations, including Medicare requirements.
  • Ensures cost reporting/billing is performed.
  • Interacts with the Information Services department on computer operations related to billing and financial activities.
  • Maintains strictest of confidentiality.
  • Participates in professional development activities and maintains professional affiliations.
