Position: ENVIRONMENTAL HEALTH DIRECTOR/ OR UNDERFILL WITH REHS HAVING SUPERVISORY EXPERIENCE

Environmental Health Specialist

Administrates the County Environmental Health Department efforts for the preservation of health and safety by enforcement of regulations governing the standards for public facilities and disposal of waste (air, water, solid).

Supervision received works under the direction of the County Court; periodically and annually reviewed for adherence to the appropriate policies, performance and results obtained.

Supervision exercised provides supervision to the EHS I or EHS II, Environmental Health Clerk, Lytle Landfill Contract Service Provider, Solid Waste Site Attendant at Lytle Landfill and all department employees by reviewing and evaluating for adherence to the appropriate policies and for the results obtained.

Essential functions include developing, directing, implementing, and maintaining inspection processes to ensure the sanitation of food and public facilities, providing supervision of solid waste matters, administrating onsite sewage disposal processes, determining control measures for communicable disease outbreaks, referring public to air quality control programs, conducting inspections on the condition of existing septic and soil conditions, inspecting on-site sewage disposal installations, performing full and complete supervision, representing the agency before County Court, preparing departmental budget and monitoring expenditures, attending state-sponsored conferences and training seminars, courteously meeting and dealing effectively with other employees, department heads, elected officials, outside agency personnel and the public, overseeing and managing all activities and reporting for Lytle Boulevard Landfill, inspecting food handling and service establishments for general cleanliness and sanitation, inspecting licensed swimming pools and checking for compliance with state laws and regulations, inspecting recreation parks and traveler accommodations to ensure compliance with Oregon state sanitation requirements, coordinating with health nurses in conducting epidemiology as it relates to food and water borne diseases, keeping records of inspections and other activities, preparing reports and recommendations, handling reports of animal bites under Oregon state law, and regular physical attendance at the employer's facility is required.

Minimum requirements include possessing a Current Registered Environmental Health Specialist (REHS) License that meets one of the following requirements OR having the ability to obtain current REHS license within 30 days, 4 years of experience working as a Registered Environmental Health Specialist, 2 years supervisory OR a satisfactory equivalent combination of experience and training relevant to the position.

Necessary special requirements include the use of a vehicle to conduct County business, possession of a valid Drivers' License with a good driving history, maintaining a safe and acceptable driving record per County policy, completing soils classes as required by DEQ for the On-Site Program within one year of employment, occasionally responding to emergencies during off-duty hours, performing inspections for temporary events as necessary, often on the weekends and holidays, and passing a criminal history background check.

Preferred knowledge and skills include past government experience, experience working with the public, experience preparing and managing budgets, course work in Soil Science, Soil Morphology and Physical Geology or Geomorphology, bi-lingual in Spanish, experience using HS Cloud inspection software.

Knowledge, skills and abilities required by this position include thorough knowledge of supervision principles and modern personnel practices, record-keeping and budgeting, pertinent laws, rules and regulations including environmental health and safety practices, principles, practices, and procedures of environmental health profession, considerable knowledge of public sector management, intergovernmental relationships, laboratory test procedures, interviewing techniques, some knowledge of modern office practices and procedures, ability to communicate effectively both orally and in writing, establish and maintain effective working relationships, deal effectively and tactfully with a variety of individuals, work independently, organize and plan work, comprehend and follow complex instructions, learn, interpret, and implement legal requirements, determine cost/benefit of various alternatives for long and short term health and safety of environmentally related situations, skill in application of principles of supervision and communication, environmental health principles, interviewing, operation of motor vehicle.
