Incumbents in this 3-step classification series research, develop, report on, analyze, and enforce state and local land use plans and regulations. Land Use Planner 1 focuses on enforcing and interpreting County regulations, reviewing projects for compliance, identifying potential site hazards, and performing time-sensitive administrative and publicly noticed land use reviews.

Knowledge, Skills, and Abilities Knowledge
  • Reasonable knowledge of land use planning concepts, principles, techniques, and practices.
  • Reasonable knowledge of federal, state, and local statutes, regulations, and ordinances concerning land use.
  • Basic knowledge of enforcement techniques and procedures.
  • Knowledge of zoning boundaries and familiarity with the local area.
  • Understanding the purpose and importance of planning and how it interacts with other departments and agencies.

Required Qualifications (Minimum Qualifications For This Role) Education
  • Bachelor's degree in land use planning, or a related field.
  • Equivalent experience may be substituted for educational requirement. Amount of additional experience acceptable:
    Four (4) years.

  • At the time of appointment, must possess a valid Oregon driver's license and maintain an acceptable driving record.

  • Must pass a pre‑employment criminal history background investigation.
Essential Duties
  • Perform basic, routine professional planning duties in accordance with established guidelines.
  • Develop a basic knowledge of planning in order to understand the interrelationship of task assignments, agency policies, and the planning process.
  • Respond to public inquiries and public agency requests related to land use ordinance determinations, policies and procedures including but not limited to answering telephone and walk‑in inquiries to explain or identify designated flood zones, designated geographical hazards, setback requirements, road name changes, and legal ownership changes.
  • Provide tailored responses to in‑person inquiries from customers proposing work on their properties, such as determining appropriate placement of structures based on development standards.
  • Research and prepare reports on zoning and other Type 1 land use applications. Conduct research for comprehensive planning program activities.
  • Review construction plans for compliance with height verification, lot coverage, setbacks, and other ordinance standards to ensure projects meet all regulatory requirements.
  • Ensure necessary supporting documents for land use applications are received and assist in completing land use application review of Type 2 and Type 3 applications. Manage multiple time‑sensitive administrative land use reviews, including Type 2 publicly noticed reviews such as variances, conditional uses, and resource zone exceptions.
  • Conduct field visits to gather data for report analysis and verify compliance with regulations.
  • Attend meetings as deemed necessary by the Director to assist in representing the Department.
  • Collaborate with local agencies to gather feedback and address land use concerns effectively.
