Work Schedule:

Monday - Thursday Total Hours Per Week: 40 Tillamook County follows Oregon Pay Equity laws in reviewing education, experience and seniority for wage offers. Performs professional level administration and project coordination and is in charge of creating and implementing the County's workforce/affordable housing agenda, in close consultation with the Tillamook County Housing Commission as well as partners in the public, private, and non-profit sectors.

Qualifications

Knowledge, Skills, and Abilities

The individual in this role is expected to possess and exhibit the following knowledge, skills, and abilities.

Knowledge

  • Knowledge of the governing federal, state, and local community development and housing program regulations, policies, and financial tools associated with the development and preservation of affordable/workforce housing.
  • Knowledge of land use planning/zoning concepts; housing finance mechanisms (including such incentives as Low-Income Housing Tax Credits;
    Property Tax Abatement;
    Pre-development processes; programs and incentives related to System Development Charges (including waiver, deferrals, and financing)
  • Knowledge of the agencies and partners that finance or influence affordable/workforce housing.
  • Working knowledge of GIS.
  • Comprehensive understanding of the stages and levels of housing development.
  • Firm understanding of micro and macroeconomics as they relate to housing development and policy.
  • Knowledge of small and mid-sized business operations and their intersections with housing initiatives.
  • Firm understanding of finance and accounting principles, including practical applications in housing-related projects.
  • Knowledge of government and governmental processes, including basic civics and political systems.

Skills

  • Skill in presenting effectively to diverse audiences.
  • Analyze moderately complex information used in reviewing grant proposals and applications.
  • Making recommendations based on available data.
  • Skill in maintaining the Housing Commissions social media accounts.
  • Skill in public speaking and public presentations.
  • Proficiency in MS Office products and programs including Word, Excel, Access database, PowerPoint and Outlook.
  • Proficiency in standard communication technologies, including G-Suite, Teams, Zoom, and other relevant platforms.
  • Skill in conflict resolution and mediation to address diverse perspectives effectively.
  • Skill in statistical analysis and data visualization to present technical data clearly and effectively.

Abilities

  • Ability to design, conduct, and direct research and compile and analyze technical data, including problem identification, analysis, identifying resources/solutions, and evaluation.
  • Ability to make decisions independently in accordance with established policy and procedures.
  • Ability to use judgment and discretion in interpreting complex guidelines, ordinances, etc. in light of the issue at hand.
  • Ability to communicate effectively both orally and in writing.
  • Ability to produce clear, concise written reports, decisions, analyses, etc.
  • Ability to prepare and oversee adherence to budgets.
  • Ability to prepare RFPs and RFQs, review responses, select contractors, and oversee their work to ensure that they achieve their assigned objectives in a timely and cost-effective manner.
  • Ability to identify and secure grant funding related to the program, and to oversee the administration of grant-related requirements.
  • Ability to manage multiple tasks and complete work within required time frames.
  • Ability to establish and maintain effective working relationships with other employees, public agencies, consultants, contractors, engineers, Housing Commission members, committee members, County Commissioners, groups from diverse backgrounds and the public.
  • Ability to remain calm and use good judgment in stressful or high-pressure situations.
  • Ability to collaborate effectively across diverse cultural and socioeconomic groups through strong cross-cultural communication skills.
