Salary Range: $96,324.80 To $ Annually

Morrow County Health District is a nonprofit Oregon Special District that offers many healthcare services at locations throughout the county. The district includes a hospital in Heppner; clinics in Heppner, Irrigon and Ione; an immediate care clinic in Boardman; ambulance services; and home health and hospice services.

About the Role:

The Emergency Medical Services (EMS) Director oversees and directs the work of staff providing Emergency Medical Services through the District’s hospital-based ambulance service. The service area covers all of south and northeast Morrow County and this position works in both Heppner and Irrigon. Emergency Medical Services are provided in accordance with State and Federal laws and regulations and MCHD established policies and procedures.

This position is a working manager position and the director performs regular duties as outlined below and takes call as needed.

Minimum Qualifications:

  • Must have completed an EMT training program and possess a current Oregon EMT license with at least two years of EMT experience.
  • Must maintain current Basic Life Support (BLS) certification.
  • Must have a current Oregon Driver’s License and ability to complete an Emergency Vehicle Operations Course.
  • Must be well versed in EMS regulations and protocols.
  • Preference will be given to candidates with advanced training, such as Paramedics.
  • At least two years of leadership or supervisory experience preferred.

Responsibilities:

  • Manage staff located across Morrow County (approximately 24 full-time and 30 part-time) in collaboration with EMS Leads in Irrigon and Heppner.
  • Coordinate duties and supervision of Emergency Department (ED) Techs and Patient Care Techs with Director of Nursing Services. (EMTs may work as ED and Patient Care Techs at Pioneer Memorial Hospital with appropriately documented duties and competencies.)
  • Ensure appropriate EMS coverage at all times in all locations.
  • Ensure that EMTs participate in ongoing training to stay current on MCHD protocols and to maintain licensure.
  • Participate as a voting member of the Morrow County EMS Advisory Committee.
  • Prepare and maintain schedule of meetings, agendas, minutes, statistics, and confidential quality review materials for the EMS Advisory Committee.
  • Establish and maintain collaborative relationships with local fire departments, law enforcement agencies, hospitals, and regional EMS partners to ensure coordinated emergency response.
  • Perform duties of an EMT as needed for the department, to include covering call as needed and assisting with coordination of non-emergency transfers.
  • Ensure compliance with all applicable Ambulance Service Agreements (ASA) between the District and partner agencies, and ensure staff are informed of, trained on, and adhere to all relevant requirements.
  • Keep updated on all laws and protocols relevant to EMS.
  • Ensure ED call-backs are completed, documented, reported, and all required follow-up measures are submitted and tracked to Quality Council.
  • Review and revise as needed all EMS policies, procedures and protocols in collaboration with EMS Supervising Physician.
  • Prepare annual department budget and submit capital requests in collaboration with Chief Financial Officer.
  • Manage personnel actions, in coordination with supervisor and HR Director, including, but not limited to: hiring, performance evaluations, disciplinary process, tracking of time and attendance, and vacation coverage / time off requests.
  • Manage and ensure quality of all department paperwork including Patient Care Reports.
