Overview
Clatsop Behavioral Healthcare has an immediate opening for a full‑time Correctional Alcohol and Drug Counselor (CADC). The role provides outreach and ongoing support to individuals in Clatsop County Jail (CCJ), including addiction counseling, education, and release planning for Adults in Custody (AICs). The position also involves program coordination, building community partnerships, and working under the guidance of the Program Manager on overall program development.
Responsibilities- Work with CCJ staff to identify candidates for the Jail Medication‑Assisted Treatment (MAT) Program.
- Perform MAT screenings and support completion of opening paperwork and scheduling of initial appointments.
- Provide non‑contingent supportive relationships, mentoring individuals at any stage of recovery and helping them identify coping skills and healthy living activities.
- Meet with AICs routinely to develop needs assessments and release plans.
- Assist in locating resources to support recovery and successful transition from jail to the community.
- Encourage and celebrate skill development, achievements, and capabilities of clients.
- Act as a community resource by connecting individuals and families to local groups and organizations that sustain long‑term support.
- Easily escort AICs upon release from CCJ to each resource agency to obtain necessities for transition.
- Complete required paperwork, reports, and documentation promptly.
- Attend all functions and assignments on time.
- File mandatory abuse reports in accordance with State of Oregon laws.
- Conduct group and individual counseling to promote an addiction‑free lifestyle and overall wellness.
- Collaborate with medical professionals to provide medication‑assisted treatment and harm‑reduction best practices.
- Assist clients with housing, detox, higher levels of care, and connection to community resources; develop lesson plans and relapse prevention tools.
- Monitor attendance and urine analysis results to ensure compliance with treatment expectations.
- Administer SUD screenings and assessments; develop service plans based on ASAM principles.
- Maintain accurate, timely electronic medical record notes for every service provided.
- Collaborate with CBH jail‑based clinicians and Forensic Case Management on continuum of care.
- Perform other duties as assigned consistent with the purpose of this position.
- Certified as a Alcohol and Drug Counselor (CADC I, II, or III).
- Knowledge of DSM‑5, Motivational Interviewing, Stages of Change, ASAM, and State of Oregon Administrative Rules.
- Experience with electronic health recordkeeping and assessment protocols.
- Clinical knowledge and skills, including collaboration with community agencies such as Probation, DHS, Court‑Appointed Special Advocates, and Schools.
- Knowledge of trauma‑informed therapy and understanding of the behavior of individuals with serious mental illness and addiction.
- Strong communication skills, full professional fluency in English.
- Highly organized, detail oriented, and able to multitask across the service region.
- Understanding of HIPAA (42 CFR Part
2) and confidentiality requirements. - Valid Oregon or Washington driver’s license and compliance with insurer standards at time of hire.
- CIJIS background clearance.
- Bilingual in Spanish.
- Dual credential as CADC and Certified Rehabilitation Manager (CRM).

- Annual elective training fund with 40 paid hours for training.
- Supervision toward licensure available.
Salary: DOE.
