Human Resources Director
Department of Administrative Services (DAS) is seeking an experienced Human Resource Director to lead HR services for DAS and oversee HR services for 24 state agencies across Oregon. The ideal applicant will demonstrate a proactive approach to maintaining regulatory standards and driving innovative practices within HR operations. This is a high-impact executive leadership role where your strategic vision, people leadership, and HR expertise will shape the effectiveness of Oregon's public workforce and the success of statewide initiatives.
As the DAS HR Director, you will serve as the agency's senior HR policy advisor and Appointing Authority, directing HR strategy, operations, and policy implementation for an agency of approximately 1,000 employees. You will also oversee the statewide HR Client Agency Program—ensuring high-quality, compliant, and customer-centered HR services to small and diverse agencies across state government. You will lead a dedicated team of professionals in a collaborative environment focused on continuous improvement.
What You'll Do
- Lead an HR program aligned with DAS's purpose and long-term goals.
- Advise executives and managers on HR strategy, workforce planning, and policy interpretation.
- Oversee HR operations, service delivery, and compliance as the agency's Appointing Authority.
- Provide HR services to small state agencies through the HR Client Agency Program.
- Represent DAS in labor relations matters, including hearings, arbitrations, and negotiations.
- Conduct organizational and staffing analyses and support DAS-wide budget planning.
- Build strong partnerships with unions, state agencies, and other partners.
- Foster a culture of inclusion, collaboration, accountability, and continuous improvement.
What We Are Looking For
Minimum Qualifications:
Five years of management experience; OR two years of management experience and a bachelor's degree in a related field.
Experience and/or education must include human resources, business administration, public administration, organizational leadership, or a closely related field that supports strategic HR management.

HR & Policy Expertise
- Experience in core HR functions: talent acquisition, performance management, investigations, and classification & compensation.
- Experience interpreting and applying laws, rules, policies, and collective bargaining agreements in HR decisions.
- Experience managing or resolving complex HR matters, including investigations, grievances, and arbitrations.
- Experience contributing to collective bargaining strategy or preparing management proposals.
People, Culture & Service
- Experience supervising and developing high-performing HR teams.
- Demonstrated commitment to advancing diversity, equity, inclusion, and belonging.
- Experience providing timely, accurate, and customer-focused HR services to leaders and employees.
