We are seeking an experienced and detail-oriented Human Resources professional to join the Oregon Department of Justice (DOJ) Human Resources team as a Senior Recruitment Coordinator (Human Resources Analyst
2). The Human Resources office within the Administrative Services Division is committed to providing dependable, high-quality support services to all DOJ employees, and this role is an essential part of that mission.

As a Senior Recruitment Coordinator, you will consult and collaborate with management in the recruitment and selection process for high-level roles within the agency. In this role, you will manage high-level recruitment programs, facilitate attorney recruitment for the agency, and work with managers across the agency to help bring on top talent.

This position offers a hybrid remote/in-office schedule, with the primary work location in the Justice Building in Salem. Training will take place in person for the first two weeks. Occasional travel to DOJ worksites throughout Oregon may be required.

State Management Service personnel are responsible for understanding the Department of Justice's affirmative action goals and objectives and to develop and implement plans to meet them. In addition, all managers of the Department must recognize the value of individual and cultural differences, create work environments where individuals' differences are valued, and consistently treat staff, colleagues, customers, stakeholders, and partners with dignity and respect.

What You Will Do

Recruitment and Program Leadership:

  • Manage high-level recruitment programs and facilitate agency-wide hiring processes, including attorney and law clerk recruitment.
  • Consult with managers regarding recruitment strategies, selection methods, and hiring best practices.
  • Serve as a subject-matter expert on developing job announcements, designing interview materials, and supporting equitable, compliant hiring practices.
  • Lead and manage the DOJ Law Clerk Program, advising managers on timelines, expectations, and procedures; evaluate requests for additional law clerks; monitor appointments for compliance; and determine appropriate salary adjustments based on policy and budget environment.
  • Oversee attorney recruitment as the primary recruitment authority, including advising on compensation, communicating salary information aligned with pay equity requirements, conducting market research, maintaining recruitment strategy data, and representing DOJ at job fairs and law schools.
  • Independently screen certain applications for minimum qualifications, evaluate veterans' preference eligibility, counsel applicants when necessary, and recommend training/experience equivalencies and supplemental assessments for hiring managers.

Consultation and

Collaboration:

  • Provide consultation to managers and employees on policies, labor contracts, personnel laws, and sound management practices.
  • Support supervisors in establishing and communicating performance expectations.
  • Interpret and apply labor contracts, state and DOJ policies, federal/state employment laws, and recruitment/hiring regulations.
  • Work with managers to develop comprehensive recruitment plans for a wide variety of job types (executive, professional, technical, administrative), recommending tailored outreach strategies.
  • Create measurable supplementary questions, screening tools, and applicant rating criteria for job postings to ensure transparent, consistent, legally compliant hiring processes.

Training and Outreach:

  • Provide guidance and support to hiring managers throughout the recruitment and selection process.
