HE POSITION

Public Works Supervisor, under direct supervision of the Public Works Director, is responsible for providing leadership, delegation, scheduling, training, inspections, performance evaluation and oversight during everyday operations of the city’s utility crew and contractors. The public works department’s collective areas of responsibility include operation and maintenance of the city’s systems, including water distribution, storm water collection, parks, streets, and facilities. The job includes work as a supervisor and as a hands‑on crew leader, including operating equipment as needed.

Ideally, the person in this position will serve as the Direct Responsible Charge (DRC) for the water system. Duties include clean drinking water operations compliance.

This position is an opportunity for an experienced public works employee who wants to remain engaged in the day‑to‑day work of operating multiple city utilities and to grow their supervisory skills, leading a crew of 4 to 5 public works professionals. The public works crew members and clerk report to the Public Works Supervisor.

TYPICAL DUTIES
  • Plans, organizes, assigns, supervises, schedules and reviews the work of assigned crew in the installation, maintenance, and repair of City water distribution system, facilities, parks, streets and storm drains.
  • Participates with and monitors operations and activities of the crew.
  • In consultation with Public Works Director, develops overall work plan for the public works crew. Has the primary responsibility for daily and weekly scheduling and assigning work to the crew.
  • Assists Public Works Director in identifying opportunities for improving service delivery methods and procedures; provides recommendations concerning process changes; and implements improvements and ensures policies are followed.
  • Oversees regular maintenance, troubleshooting, and repair of public works equipment and supply inventory.
  • Assures compliance with Federal, State and City laws, policies and regulations pertaining to the operation and maintenance of public works facilities; completes required forms and maintains complete, accurate records; analyzes data and prepares reports.
  • Promotes the safe operation of tools, equipment, and vehicles required to perform in the position. Trains staff in work and safety procedures and in the operation and use of equipment and supplies.
  • Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications.
  • MINIMUM QUALIFICATIONS
    • High school diploma or equivalent
    • Five years of experience and/or training, which has provided specific knowledge to perform in this position, including at least two years supervisory experience.

    OR
    - Any satisfactory equivalent combination of education and experience which demonstrates the knowledge, skills and ability to perform the above‑described duties will be considered.

    NECESSARY SPECIAL REQUIREMENTS
    • Possession of Oregon state class C driver license.
    • Possession of Oregon state class B commercial driver license -- or ability to obtain within six months.
    • Oregon Water Distribution II certification -- or ability to obtain within thirty‑six (36) months.
    • Oregon Cross Connection Specialist certification -- or ability to obtain within one year.
    • Flagger Certification -- or ability to obtain within six months.
    PREFERRED QUALIFICATIONS
    • Preference given to candidates with Associates Degree or other post‑secondary education in a related field.
    • Oregon Water Distribution (II) certificate.
    • Veteran’s preference.
    PRE-EMPLOYMENT REQUIREMENTS:
    • Satisfactory completion of a drug screening test.
    • Satisfactory completion of a background check.
    • Education and experience verification.
    • Demonstrated ability to perform essential functions.
    MINIMUM ABILITIES NECESSARY FOR THE POSITION:
    • Accept coaching and works to develop new skills and abilities.
    • Work independently with a minimum of supervision.
    • Perform the physical requirements of the classification, at times in adverse weather conditions.
    • Maintain effective working relationships with other employees, supervisors, and the public.
    • Understand and carry out oral and written instructions.
    • Direct others in the performance of routine and emergency maintenance of parks, street, water, and storm water infrastructure.
    • Proficient operation of heavy equipment, vehicles, machinery, tools, and other equipment applicable to the position.
