Duties

Help
  • As the project expert on administrative matters, serves as a key senior staff advisor and counselor.
  • Integrates administrative services such as personnel management, financial resources management, procurement, warehousing, records management, property management, employee timekeeping, etc., impacting the project's civil works mission.
  • Plans and performs various management and organizational studies to determine long-range requirements.
  • Responsible for personnel management staff support.
  • Administers Project training program including assisting supervisors in identifying training needs and available courses or alternatives, advising on the most beneficial us of training allotments, and counseling employees on training requirements.
  • Responsible for assuring that all procurement is accomplished in compliance with the established regulations.
  • Formulates and submits budget estimates which forecast anticipated onsite and offsite costs.
  • Monitors all obligations and expenditures to ensure funds are used for the purpose for which allotted.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

Specialized Experience: One year of specialized experience which includes ) Planning and conducting management studies to optimize organizational structure, workflow, and resource utilization;
2) Providing authoritative guidance and technical support on complex human resources operations including recruitment, employee relations, and training; and
3) Formulating, executing, and tracking comprehensive budgets for operational programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
