This position provides statewide services to all divisions and the Central Office of the Wisconsin Department of Corrections (DOC). The scope of this position encompasses the entire Wisconsin DOC; serves as a subject matter expert on the National Incident Management System (NIMS), Incident Command System (ICS), and Continuity of Operations Plans (COOP); and provides consultation to department management and external partners.
Specific duties include, but are not limited to: planning, developing, coordinating implementing and maintaining quality ICS training exercises/evaluations; emergency preparedness planning for all divisions within the department including Central Office; planning, developing and conducting regular and special climate reviews and security / operational audits for assigned DOC facilities; maintaining and monitoring security management activities for assigned DOC divisions; planning, developing, maintaining and monitoring a Comprehensive Exercise Program for the entire WI DOC;
serving as a subject matter expert on the NIMS/ ICS process; working with outside agencies and all stakeholders in attaining consistent, quality ICS standards; and cooperation, and completing special assignments, investigations, audits and after action reviews as assigned.
As a PERS team member, this position is responsible for maintaining the readiness and management of operations in the DOC Emergency Operations Center and serves as a DOC Representative with an assigned position at the State of Wisconsin Emergency Operations Center upon activation. This position requires being a part of a PERS rotating on-call duty, and will be available to work on a 24 hour basis, and requires some weekend and evening coverage.
PERS is also responsible for acting as a conduit for the WI DOC's Continuity of Government and Continuity of Operations Plans (COOP) with the Wisconsin Department of Administration and serves as the Wisconsin Emergency Management point of contact for shared resource requests in response to disaster support across Wisconsin.
Salary Information
This position is in pay schedule and range 81-03 with a annual salary of $78550 to $94993. Pay will be set in accordance with the Compensation Plan and Wisconsin Administrative Code in effect at the time of hire. A 12 month probationary period is required.

Job Details
Applicants must be legally authorized to work in the United States (i.e. a citizen or national of the U.S., a lawful permanent resident, or an alien authorized to work in the U.S. without DOC sponsorship) at the time of application.
The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency of employment.
The Department of Corrections will conduct criminal background checks on applicants prior to selection. Upon hire, all new DOC employees are subject to fingerprinting.
This position has the flexibility of a hybrid in-office and remote work schedule up to 3 days/week.
Shift: 7:45 AM - 4:30 PM Monday - Friday.
Qualifications
Minimally qualified applicants will have experience:
* Reviewing, updating, and/or developing organizational policies and procedures.
* Facilitating information sharing and the development of resources between work groups and/or organizations.
* Working with multi-disciplinary teams and organizational leadership.
In addition to the above, well qualified applicant will have experience:
* Auditing, tracking, and plan improvements within an organization.
* Working with emergency incidents and/or drills involving the use of Incident Command Structure.
