Senior Testing Consultant
The Office of Information Services (OIS) provides technology systems and services that support Oregon Health Authority (OHA) and Oregon Client (ODHS) agency staff. Senate Bill 972 requires OHA to transition the Oregon Health Insurance Marketplace (OHIM) to a state-based marketplace by November 1, 2026. OHA seeks an experienced Senior Testing Consultant to serve as a subject matter expert in testing design, test execution, defect evaluation, and testing process improvement.
The contractor's key person will provide advanced testing support, guidance, and expertise to the SBM team, supporting both agile and traditional delivery teams by designing, executing, and validating user acceptance testing (UAT), as well as collaborating closely with business users to ensure systems meet requirements and deliver expected business value.
Tasks include reviewing and analyzing project requirements, creating and maintaining comprehensive test cases, executing manual UAT test cases, conducting regression testing, supporting and leading bug hunts, conducting integration testing, performing load, performance, security, integration, and accessibility testing activities, preparing test data, validating UAT readiness, participating in defect triage discussions, providing UAT guidance and support, developing and maintaining testing best practices, providing test metrics and status reports, participating in Scrum ceremonies, applying knowledge of test automation concepts, continuously identifying opportunities for improving testing processes, defining testing approach, escalating quality risks, assessing test coverage, identifying and escalating environment issues, supporting sprint, release, and project planning, and participating in/leading release readiness discussions.
Required skills and experience include a strong understanding of UAT processes, SDLC, and agile methodologies, experience designing and executing complex test scenarios, skill in using test management and defect tracking tools, excellent analytical and problem-solving abilities, strong communication skills, ability to prioritize tasks and work independently, understanding of accessibility standards, security testing fundamentals, and performance considerations, ability to identify risks and propose mitigation strategies, collaborative mindset and strong interpersonal skills, demonstrated experience leading QA/UAT activities for complex, cross-functional projects, experience creating test strategies, test plans, RTMs, test cases, defect reports, test summaries, and release readiness documentation, ability to influence stakeholders, challenge unclear requirements, and advocate for quality, strong understanding of defect lifecycle, test coverage analysis, risk-based testing, and release quality criteria, ability to work across business, technical, product, vendor, and project management teams, experience in a government or regulated environment, familiarity with test automation concepts, experience preparing or managing test data, background in business analysis or QA beyond UAT.
Working conditions include a remote setting following agency policy, may involve tight deadlines during release cycles, and requires coordination with cross functional teams and business partners across OIS and agency programs.
