Telecommunications Utility Worker II is a skilled manual position that requires operating, maintaining and repairing public works equipment, and performing a variety of manual tasks to maintain the City’s telecommunications infrastructure. The role may also provide training and orientation to volunteers, students, seasonal and newly assigned personnel on site policies and practices.

This position may be underfilled without advertising as Telecommunications Utility Worker I, subject to licenses and qualifications.

Distinguishing Characteristics

This classification performs the full range of duties required to ensure City infrastructure, systems and equipment are maintained safely and effectively. It is distinguished from Telecommunications Utility Worker III, which performs more complex duties, and from Telecommunications Utility Worker I, which requires a commercial driver license (CDL) and other assignment‑specific certifications.

Essential Duties
  • Install, maintain, inspect and repair City Telecommunication fiber cable, including boring for conduit, operating supporting equipment, reading engineered plans and basic fiber splicing.
  • Troubleshoot physical connectivity issues such as conduit proofing, locating fiber breaks and identifying physical problems that impair broadband operations.
  • Perform emergency repairs to the fiber optic network.
  • Install fiber termination boxes on exterior of homes or businesses and run exterior cables to the equipment locations.
  • Operate public works equipment (dump truck, loader, backhoe, mower, excavator, vacuum unit, jack hammer, chain saw, lance torch, directional boring equipment, etc.) and perform operator maintenance, periodic checks, fluid levels, part changes and adherence to scheduled maintenance.
  • Maintain and organize the tool room and stock, ensure all hand tools are accounted for, safe and usable, and keep inventory records.
  • Perform preventative maintenance or repair on a variety of small engine equipment and troubleshoot problems.
  • Respond to emergency situations as needed.
  • Maintain cooperative working relationships with City staff, other organizations and the general public.
  • Follow all safety rules and procedures for work areas.
Auxiliary Duties

Assist other staff as workload and staffing levels dictate, maintain proficiency through training and meetings, keep work areas clean and orderly, and perform other related duties as assigned.

Typical Qualifications

Knowledge of: proper operation and maintenance of vehicles, tools and equipment, and the installation of outside/inside plant telecommunications and fiber optic cable.

Ability to: interact effectively with public and employees, operate required vehicles and equipment, use portable power tools and hand tools.

Education and Experience: high school diploma or equivalent; one year of relevant experience operating heavy equipment or a satisfactory combination of experience and training that demonstrates the required knowledge, skills and abilities.

Special Requirements / Licenses

Valid Driver’s License and Class A Oregon Commercial Driver’s License (essential); current CPR/First Aid card and Work Zone Traffic Safety certification;
Forklift certification and Competent Person certification within six months of appointment.

Desirable Qualifications

Previous experience in a municipal public works department, construction trades, or telecommunications experience.

Supplemental Information Physical Demands

Frequent standing, sitting, extensive walking, bending, stooping and manual dexterity; ability to lift up to 100 pounds; flexibility to enter confined spaces; occasional movements up to 75 pounds may consume up to 15% of the work period.

Working Conditions

Outdoors year‑round with exposure to weather, sewage, bio‑hazards, traffic, dirt, oil, grease, fumes, noise and chemicals. Occasional confined space entry and rotating shifts, weekends and holidays.
