Telecommunications Utility Worker II

Under general supervision, perform a variety of skilled manual tasks to maintain the infrastructure within the City’s telecommunications utility. Operate, maintain, and repair various public works equipment. May provide training and orientation to volunteers, students, seasonal and newly assigned personnel on site policies and practices. This position may be underfilled without advertising as Telecommunications Utility Worker I, subject to licenses and qualifications.

Characteristics

This is the journey-level classification that performs the full range of duties required to ensure that City infrastructure, systems, and use of tools and equipment to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. This position is distinguished from the Telecommunications Utility Worker III in that the latter is capable of performing more complex duties assigned to the division.

It is further distinguished from the Telecommunications Worker I classification by the requirement to hold a commercial driver license (CDL) and other assignment-specific certifications.

This description covers the most significant essential and auxiliary duties performed by the position, but does not include other occasional work, which may be similar, related to, or a logical assignment for the position.

Essential Duties
  • Install, maintain, inspect and repair City Telecommunication fiber cable including but not limited to boring for the installation of conduit, operating supporting equipment, locating conduit path, reading engineered plans and installing fiber cable, and basic fiber splicing.
  • Troubleshoot physical connectivity issues including but not limited to proofing conduit, locating fiber breaks, and discovering physical issues that can/will impair broadband operations.
  • Perform emergency repairs to the fiber optic network.
  • Perform fiber termination box installation on exterior of home or businesses and run exterior cables to the equipment locations.
  • Operate various public works equipment including, but not limited to, dump truck, loader, backhoe, mower, excavator, vacuum unit, vactor, jack hammer, chain saw, lance torch, directional boring equipment, etc. Perform operator maintenance, such as conducting pre- and post-operation checks, maintaining proper fluid levels, changing parts, cleaning, etc. Adhere to and perform established maintenance schedules on vehicles and equipment (e.g. service, tune-ups, etc.).
  • Maintain and organize tool room and stock. Ensure that all hand tools are accounted for and are placed in a safe and usable condition. Perform general inventory to account for all supplies, tools and equipment. Enter totals and reconcile in computer. Run related reports as necessary.
  • Conduct preventative maintenance or repair on variety of small engine equipment. Troubleshoot problems.
  • Respond to emergency situations as needed.
  • Maintain cooperative working relationships with City staff, other organizations and the general public.
  • Follow all safety rules and procedures for work areas.
  • Auxiliary Duties

    Provide assistance to other staff as workload and staffing levels dictate. Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility. Maintain work areas in a clean and orderly manner. Perform other related duties as assigned.

    Knowledge of

    General knowledge of the proper operation and maintenance of vehicles, tools and equipment, practices, methods, hazards and safety precautions used in the maintenance and repair of City infrastructure. Knowledge of the installation of outside/inside plant telecommunications and fiber optic cable.

    Ability to

    Interact effectively with the public and employees. Operate all required vehicles and equipment, such as forklift tractor/loader, brush chipper tractor/mower, truck with or without trailer; use a variety portable power tools; and use a variety of hand tools.
