Reentry Benefits Coordinator, Program Analyst 2 Limited Duration for ODOC, BOPPPS or OCE Employees Only (Salem)
This is a limited duration position funded through June 30, 2027. Funding and authorization are expected to end no later than that date, with the possibility of grant renewal for the next biennium.
Limited duration positions are benefit-eligible and have the same responsibilities and expectations as permanent positions, but they do not have permanent status and may be extended or decreased due to funding or business need.
About the Job – Your RoleIn this role you will lead the statewide implementation of the Oregon Health Plan (OHP) Outreach and Enrollment Grant Program to improve health outcomes for the adults in custody who are returning to Oregon communities.
This position manages program design, coordination, and performance to ensure adults transitioning from custody have access to essential physical and mental health care.
You will serve as the liaison between the department, the Oregon Health Authority (OHA), the Department of Human Services (DHS), and community partners; oversee outreach and enrollment activities; analyze data and outcomes; and recommend improvements to strengthen program effectiveness.
This position manages program design, coordination, and performance to ensure adults transitioning from custody have access to essential physical and mental health care. Additionally, you will provide system navigation services, guiding individuals through health care processes and connecting them to community resources to support successful reentry.
This role also includes direct engagement with Adults in Custody (AICs) by providing education, assistance with OHP and Supplemental Nutrition Assistance Program (SNAP) applications, and individualized support to ensure continuity of care and benefits upon release.
This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum QualificationsAny combination of experience or education equivalent to five (5) years of experience that typically supports the knowledge and skill requirements listed for the classification.
OR
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two (2) year's experience coordinating or administering a program
Requested Skills- Demonstrated experience managing or coordinating complex programs, preferably in public health, human services, or criminal justice.
- Knowledge of Medicaid/OHP enrollment, health systems navigation, or reentry programming.
- Strong communication, organizational, and data management skills.
- Ability to engage effectively with diverse populations and community partners.
- Demonstrated ability to assess shifting priorities and adapt workload to meet emerging needs.
- Experience handling confidential information with sensitivity and professionalism.
