Recon Craft is seeking a highly experienced Senior Contract Specialist to support Department of Defense (DoD), U.S. Navy, USSOCOM, and commercial acquisition programs at our Clackamas, Oregon headquarters. Reporting to the Director of Contracts, this position is responsible for administering complex government and commercial contracts throughout the contract lifecycle, ensuring compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD acquisition policies, and corporate procedures.
The ideal candidate will possess strong contract negotiation, acquisition planning, and contract administration expertise while serving as a trusted advisor to program management and executive leadership.
- Administer government prime contracts, subcontracts, commercial agreements, and construction contracts throughout the contract lifecycle.
- Draft, review, negotiate, and manage Teaming Agreements, Consulting Agreements, Reseller Agreements, Non-Disclosure Agreements (NDAs), and Subcontracts.
- Monitor assigned contract actions and provide regular status updates to Program Managers, the Director of Contracts, and executive leadership.
- Interpret contract requirements and provide contractual guidance to program management, finance, accounting, business development, and executive leadership.
- Develop and support acquisition documentation, including Acquisition Plans (AP), Acquisition Strategies, Procurement Requests (PRs), Performance Work Statements (PWS), and proposal documentation.
- Review solicitations, Requests for Proposal (RFPs), Requests for Information (RFIs), and contract modifications to ensure compliance with contractual requirements.
- Manage Contract Data Requirements Lists (CDRLs), deliverables, reporting requirements, and contract documentation.
- Maintain contract records, documentation, and reporting within Deltek Costpoint, SharePoint, and other contract management systems.
- Participate in Integrated Product Team (IPT) meetings and provide contractual support during program planning, scheduling, and risk management activities.
- Respond to internal and external audits, Government data calls, and compliance reviews.
- Develop and implement contract management policies, procedures, and best practices that support corporate compliance objectives.
- Perform additional duties as assigned in support of company and customer objectives.
Job Qualifications:
- Clearance:
- Active Secret Security Clearance Required
- Education and
Certifications:- Master's Bachelor's degree from an accredited college or university in Business Administration, Contract Management, Acquisition, Finance, or a related field (or equivalent combination of education and experience)
- Experience:
- Minimum 7–10 years of experience in Government contract administration, acquisition, or DoD contracting (1102 series or equivalent)
- Demonstrated experience negotiating and administering:
- Government Prime Contracts
- Subcontracts
- Teaming Agreements
- Commercial Agreements
- Consulting Agreements
- Experience supporting DoD acquisition programs and contract management activities
- Strong working knowledge of:
- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- DoD 5000 Acquisition Framework
- Service Contract Act (SCA)
- Davis-Bacon Act (DBA)
- Highly proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Excellent written, verbal, negotiation, and presentation skills
- Preferred Qualifications
- DAWIA Contracting Certification or equivalent professional contracting certification
- Experience using Deltek Costpoint for contract administration and reporting
- Experience supporting DoD 5000 Major Defense Acquisition Programs (MDAPs)
- Experience with maritime, shipbuilding, or naval acquisition programs
- Experience conducting contract compliance reviews, audits, and risk assessments
- Thorough understanding of Government contracting principles and acquisition regulations.
- Strong contract negotiation and contract administration skills
- Ability to analyze complex contractual issues and develop practical business solutions
- Excellent organizational and time management skills with the ability to prioritize multiple contracts simultaneously
- Strong analytical and critical thinking abilities
- Ability to maintain confidentiality while exercising sound judgment and professionalism
- Excellent interpersonal skills with the ability to build collaborative relationships across functional organizations
- Primarily office environment
- Ability to sit for extended periods while reviewing contracts and preparing documentation.
- Ability to occasionally lift up to 20 pounds
- Occasional travel may be required to customer locations, meetings, or program reviews
